This priority action includes a 2 nd phase targeting another group of 3200 units for 1 million € investment fund.<br />

Then, the replenishment of these 2 initial funds will allow to cover the cost of SWH development in a staged<br />

approach for at least 50% of residential buildings in the City of <strong>Luxor</strong>.<br />

Energy Efficiency (EE) measures – Retrofitting building<br />

It is impossible at this stage to define what will be the average cost for one building retrofitting. This will be<br />

informed by the initial analysis of building typology and energy profile. However, a reasonable assumption<br />

would be to target 20% of building expecting a 50% cut in energy consumption for each building targeted.<br />

Retrofitting would focus beyond lamp replacement with LED and SWH installation, on optimising ventilation,<br />

promoting efficiency cooling device, minimising glaze heat absorption, introducing white roof and greenery<br />

to improve natural cooling, etc.<br />

The best option would be to set up a retrofitting revolving fund with an overall budget of 2,000,000 €.<br />

Considering that the objective would be to reach at least 50% energy consumption reduction per building. A<br />

1,500 € investment envelop per household would ensure return on investment over 10 years maximum. This<br />

envelop covers the cost of lamp replacement (90 €) + SWH installation (400 €) + additional retrofitting<br />

activities (1010 €). The 2 million € fund allows retrofitting 1,330 units. It will require a significant scaling up<br />

after the 3 or 4 initial years of experimentation to cover 50% of the building in <strong>Luxor</strong>.<br />

Deliverables should be as follows:<br />

• Implementation of the GRP priorities;<br />

- 12,800 households benefiting lamp replacement (320,000 LED lamps) before 2020,<br />

- 6,400 households benefiting SWH installation before 2020, and<br />

- 1,330 households benefiting a more sophisticated retrofitting by 2022.<br />

• Expansion of these different programmes based on funds replenishment with a target of reaching out:<br />

- 50 per cent of residential buildings by 2030 with LED lamps,<br />

- 30 per cent of residential buildings by 2030 with SWH, and<br />

- 20 per cent of residential buildings by 2030 with full retrofitting.<br />

4. Organization and procedures<br />

Formal approval<br />

The development would require the following entities for issuing<br />

permits, approvals and follow up process:<br />

- Governor’s approval<br />

- City of <strong>Luxor</strong> (Municipality) - Council represented by the Governor<br />

- MoERE – NREA for SWH installation on buildings,<br />

- Building permit: MoHUUD – through the City Council for buildings<br />

modification,<br />

- Operation Permit: MoERE through NREA<br />

- Ministry of Investment and International Cooperation (MoIIC) to<br />

coordinate loans and funding from IFIs.<br />
