The above are few among a long list of hazards and risks that endanger the whole governorate and more<br />

precisely Al-Qurna, the subject of this report as elaborated above.<br />

A responsive, effective strategy is, thus, a must. In general, according to the NRR, <strong>Egypt</strong> adopts Sustainable<br />

Development Strategy (SDS) known as <strong>Egypt</strong> 2030 vision, in line with Sustainable Development Goals (SDG), of<br />

the UN, issued in December 2015. Accordingly, <strong>Luxor</strong> must be seeking a comprehensive strategy addressing<br />

the key performance indicators (NRR, 2016: pp. 35, 36). Therefore, <strong>Luxor</strong> as all governorates in <strong>Egypt</strong>, is<br />

committed to increasing urbanised areas providing more housing units and resolving slum problem while<br />

safeguarding heritage and enhancing the environmental quality. This is implied in the concept of '<strong>Luxor</strong> as a<br />

green city' referred to by the NRR (page 66). Furthermore, a balanced well controlled urban development and<br />

agricultural expansions are essential for both are responsible for many hazards that concern the CES-MED<br />

purpose.<br />

Nevertheless, there is no clear and legal framework declared by <strong>Luxor</strong> governorate as a tool to implement the<br />

above, i.e.: no clearly identified and stated goals and strategy. This, however, can be assembled through a<br />

survey tracing the press releases about the governorate's projects and the declarations of the H.E. the<br />

governor.<br />
