3. Technical description<br />

The <strong>SECAP</strong> is built on three drivers: a) reduce energy consumption; b) develop energy production; and c)<br />

climate adaptation actions. Hence, reducing GHG emissions from the tourism sector is vital for the<br />

Governorate of <strong>Luxor</strong> strategy on climate change mitigation and adaptation.<br />

The tourism sector is one the sectors that will be affected by climate change risks and its potential contribution<br />

to profile the City of <strong>Luxor</strong> as a green city is important. Thus, it is vital to develop a comprehensive plan to<br />

green hotel and resorts and doing so contribute to the vision of the City of <strong>Luxor</strong> being a sustainable tourism<br />

destination.<br />

The Sustainable and Green Tourism Plan will improve the Governorate’s sustainable energy prospectus,yet<br />

contribute to achieving <strong>Egypt</strong>’s Vision and National Sustainable Development Strategy (SDS) 2030.<br />

Implementation plan<br />

Component 1: The Governorate first needs to get a more sophisticated understanding of hotels and resorts<br />

level of sustainability across the city and issues to be solved.<br />

From the detailed description of issues at stake, the priority action will draw strategic priorities with a double<br />

objective in mind – improve hotels/ resorts sustainable operation in the City of <strong>Luxor</strong>, while reducing the<br />

environmental foot print of the tourism facilities. This could include:<br />

• Establish a coordination unit to manage this priority action plan engaging with stakeholders to<br />

support a change of mind set in hotels and resorts managers, highlighting the benefits of a greener<br />

profile,<br />

• Structure the action to address priority areas, highlight positive examples of change and then<br />

generate a positive momentum towards changing practices,<br />

• Explore innovative solutions and technologies that would significantly improve hotels/resorts<br />

environmental performances,<br />

• Develop incentives as well as regulatory measures to speed up the change process towards energy<br />

saving and renewable energy development,<br />

• Implement a common methodology to measure GHG emissions, report on them and monitor all<br />

other benefits deriving from the development of sustainable hotels/resorts, and<br />

• Boost any awareness activities that would help energy saving initiatives in hotels and resorts. Along<br />

the line of what hotels already developed to conserve water, the plan would be to develop awareness<br />

raising activities inviting visitors to contribute to energy saving (turn off the light when not necessary,<br />

adapt AC to a “normal” use and avoid excessive cooling, etc.).<br />

Such awareness activities can easily result in saving up to 10% of electricity consumed in hotels and<br />

resorts.<br />
