6. Assumptions and risks<br />

- Considering the time to change the mind set of building users which may take time,<br />

- It will take a smart concept to engage the public in collective actions that will generate individual<br />

benefits (saving money from their own budget through reduced energy and water consumption) as well<br />

as global impact (reducing dependency on imported oil and mitigating climate change, etc.),<br />

- The main constraints of such a plan will be the mobilisation of appropriate resources to fund renovation<br />

programmes, as in many cases house owners will not have the fund to invest at the appropriate level. This<br />

is why such a programme requires a partnership between the Governorate (Municipality) offering the<br />

guarantee that retrofitting will result in actual energy bill reduction, and the bank providing the funds or<br />

with MoERE and NREA to promote GRP, mainly EE measures, LED lamps and SWHs, and<br />

- The absence of a maintenance plan could reduce the efficiency of the installed SWH systems, thus it is<br />

vital to ensure good performance of SWH.<br />

• The Governor’s vision for promoting Sustainable Energy (RE and EE) in the city <strong>Luxor</strong> and Governor of<br />

<strong>Luxor</strong> to be Green city is of a vital success factor,<br />

• The Governor of <strong>Luxor</strong> determination to seriously act on the energy issue in this sector, is obviously a<br />

vital element to the success of this action success,<br />

• The approach and development of GRP to be part of the Governorates’ vision and strategy, hence would<br />

assist in reducing the annual consumption of non-clean energy and in greening the city,<br />

• Cost of new energy tariff means that any saving will be a significant value and great savings,<br />

• The action plan is divided in two phases to make the investment visible and implementation easier,<br />

• Raised capacity of Governorate staff for implementation would assist in smoothly be an added value,<br />

• Any reduction in the usage of fossil fuels will be great success due to its huge usage annually, and<br />

• Organize a proper maintenance system in order to ensure adequate flow of hot water from the SWH<br />

systems, yields securing interesting enough Return on Investment (R.o.I.),<br />
