3.6. Capacity reinforcement<br />
Training actions<br />
There are huge needs in terms of training and capacity building on energy issues in all sector and all types of<br />
institutions and stakeholders. This is particularly true in Governorate’s services where key players need to<br />
enhance their skills to ensure a better management of the issue. Various initiatives are now taking place to<br />
provide technical support and training.<br />
For instance, RCREEE launched a programme about “Certified Energy Management Programme - CEMP” to<br />
train energy professionals. This programme is the 1 st pilot in <strong>Egypt</strong>, developed in coordination with GIZ to<br />
address clause No.48: enhance energy efficiency to fulfil the requirements of the <strong>Egypt</strong>ian electricity Law<br />
No.87 of 2015, where large users above 500 kW of connecting capacity to assign energy professional for<br />
energy efficiency with reporting responsibilities and regulation (articles 64-67) 9 .<br />
Also, the German Chamber of Commerce is offering training programmes in energy saving and energy<br />
efficiency. In addition, the Ministry of Petroleum and Mineral Resources (MoPMRs) conducted four training<br />
programmes between 2014 and 2015 (each 5 days) on energy saving and energy efficiency (EE) to train senior<br />
energy managers and deputy energy managers, and to provide them with knowledge, skills and certify them<br />
to manage energy efficiency in the administrative buildings of the Ministry. Moreover, JICA offered and<br />
conducted training programmes on EE to government officials between 2015 and 2017. However, needs are<br />
by large surpassing the offer and international funding agencies should be invited to support more initiatives<br />
of this type.<br />
It will be important to see how the City of <strong>Luxor</strong> and the Governorate’s services can benefit from such<br />
trainings in order to ensure that their services are up for the mission they will have to deliver.<br />
Awareness-raising actions<br />
Awareness and communication are indispensable tools for the dissemination of good practices, to help<br />
reduce energy consumption on a day-to-day basis. The Governorate of <strong>Luxor</strong> needs to develop robust<br />
campaigns all across the City of <strong>Luxor</strong> and the Governorate on this issue. One has to recognize that the<br />
Governorate of <strong>Luxor</strong> has other major priorities to address. On the contrary, Governorates concerned with<br />
energy management on their territory and benefiting from a direct connection with their constituencies are<br />
the right institutions to develop awareness activities.<br />
3.7. Organisational Aspects<br />
Organisational structure to implement the <strong>SECAP</strong><br />
In order to implement the <strong>SECAP</strong>, the Governorate should secure its Sustainable Energy Activity Unit (SEAU).<br />
