Chapter 13<br />
Education and Training<br />
13–1. Training and education strategy<br />
a. Requirement. The <strong>Army</strong> EM <strong>Program</strong> shall establish minimum training and education standards for the effective<br />
management <strong>of</strong> multi-agency, multijurisdictional emergencies. These training and education standards shall focus on<br />
the requirements for (1) Category 1 personnel to sustain, maintain, and restore assigned MEFs or headquarters<br />
functions, (2) Category 2–4 personnel to gain hazard awareness, understand mass warning and notification, evacuation,<br />
and mass care procedures, improve community preparedness, and build a resilient <strong>Army</strong> community and (3) Category 5<br />
personnel to conduct safe, effective, and integrated operations at their appropriate level <strong>of</strong> training, certification, and<br />
experience. Installation emergency managers shall coordinate training and education requirements with DPTMS,<br />
medical emergency manager, and designated installation leads for each functional area identified in table 2–1. A key<br />
element <strong>of</strong> this strategy is engaged education <strong>of</strong> senior leaders early and <strong>of</strong>ten in their existing education paths, to<br />
include the general <strong>of</strong>ficer - Senior Commander Course, Garrison Pre-Command Course, Garrison Command Sergeant<br />
Majors Course, and associated installation-focused courses <strong>of</strong> instruction.<br />
b. Certification requirements. All EM program training shall result in certification by an accredited agency or<br />
organization whenever certified training is available and meets the requirements <strong>of</strong> this publication. Certification can<br />
apply to a single training course (for example, DOD IFSAC HAZMAT Awareness) or multiple training courses and/or<br />
pr<strong>of</strong>essional experience (for example, Certified <strong>Emergency</strong> Manager). Certifications are based upon the individual’s<br />
successful completion <strong>of</strong> one or more requirements.<br />
c. Credentialing requirements. All EM program training and certification shall build towards the goal <strong>of</strong> individual<br />
credentialing for specific positions against National and <strong>Army</strong> standards, whenever credentialing is available for a<br />
given position or function. Credentialing requires the authentication and verification <strong>of</strong> the certification and identity <strong>of</strong><br />
designated emergency responders. Credentialing applies to one or more positions for which the given individual is<br />
qualified based upon training, certification, experience, and assignment (for example, EOC Operations Section Chief,<br />
<strong>Emergency</strong> Medical Technician, and so forth). A given individual may be trained and certified, but not qualified due to<br />
position assignment or lack <strong>of</strong> experience. There is no single credential for an <strong>Emergency</strong> Manager, but rather a set <strong>of</strong><br />
credentials for which the <strong>Emergency</strong> Manager may be eligible for depending upon training, certification, experience,<br />
and assignment.<br />
d. Training development. Training development shall adhere to <strong>Army</strong> policy as stated in AR 350–1 and AR 350–10.<br />
Training development will consider existing training available from Federal, DOD, State, other Service, local, and<br />
private (or Host Nation) agencies. Training development must provide for both initial and recurring (sustainment)<br />
training to develop and maintain required EM capabilities.<br />
e. Tracking and deporting. Training provided to Category 1 and 5 personnel shall be tracked by the responsible<br />
