esponsible for the maintenance <strong>of</strong> this publication and associated document. DAMO–ODP shall conduct annual<br />

reviews <strong>of</strong> this publication with consideration regarding changes in applicable or parallel policy or procedural changes<br />

in Federal laws and regulations, DOD, and Joint Staff policy, and Service regulations and requirements. DAMO–ODP<br />

is responsible for change notices, updates, and revisions to this publication based upon this annual review process.<br />

b. Force modernization proponent. DAMO–ODP will coordinate with the U.S. <strong>Army</strong> Training and Doctrine<br />

Command (TRADOC) to designate and support a force modernization proponent for the <strong>Army</strong> EM <strong>Program</strong>.<br />

c. Supplemental policies. ASCCs, ACOMs, and DRUs, especially installation-owning commands, may develop<br />

supplements to this publication at the discretion <strong>of</strong> their commander. Supplements shall be forwarded electronically to<br />

DAMO–ODP upon approval. Commanders are strongly encouraged to coordinate development <strong>of</strong> supplements with<br />

DAMO–ODP. Supplements cannot be less restrictive than the requirements set forth in this publication; however, if<br />

needed, they may be more restrictive. Waivers to supplemental guidance will be handled by the Command that<br />

developed the supplement.<br />

d. <strong>Program</strong> reviews. Per DODI 6055.17 and DODI 3020.52, installation commanders shall conduct an annual<br />

comprehensive program review to evaluate the effectiveness and adequacy <strong>of</strong> EM program implementation.<br />

e. Waiver process. When compliance with this publication is impractical due to unique local conditions, installation<br />

commanders may request a waiver from their installation-owning command (IMCOM, AMC, USARC, ARNG). An<br />

approved waiver remains in effect until the approving <strong>of</strong>ficial cancels it, in writing, or this instruction is revised. When<br />

the OPR revises this publication, the command requesting a waiver must renew the waiver request. Until a waiver is<br />

approved by the applicable higher headquarters, the Command must make every effort to comply with this publication.<br />

All commands granting waivers shall inform DAMO–ODP within 30 days <strong>of</strong> the waiver request and status. The<br />

instruction OPR must maintain a copy <strong>of</strong> all waiver requests with the record set.<br />

Chapter 4<br />

Community Pr<strong>of</strong>ile<br />

4–1. Community pr<strong>of</strong>ile concept<br />

a. Requirements. The completion <strong>of</strong> a community pr<strong>of</strong>ile is the first step in developing an EM program. The concept<br />

centers on identification, prioritization, and allocation <strong>of</strong> limited resources during the preparedness phase. This process<br />

is executed at every level, from headquarters to installations to individuals. At the Service level, this process involves<br />

the identification and prioritization <strong>of</strong> installations based upon mission (tiers) and capability (types) in order to ensure<br />

maximum readiness with limited fiscal resources. At the headquarters level, this process is tailored to identify and<br />

prioritize installations based upon mission requirements set by the headquarters itself or by higher headquarters such as<br />

GCCs. At the installation level, this process entails a comprehensive examination <strong>of</strong> the community’s demographics,<br />

infrastructure, requirements, and resources. Completion <strong>of</strong> the community pr<strong>of</strong>ile is an IOC requirement.<br />

b. Goals. The goals <strong>of</strong> the installation community pr<strong>of</strong>ile are the following:<br />

(1) Determine the characteristics and locations <strong>of</strong> the protected populace.<br />

(2) Identify resources to protect that populace.<br />

(3) Fill identified resource gaps based upon priority <strong>of</strong> the identified needs.<br />

c. Installation prioritization. Key elements <strong>of</strong> the community pr<strong>of</strong>ile are the overarching installation tier designation<br />

and the installation type designation. These designations indicate the capability (type) and priority (tier) <strong>of</strong> the<br />

installation and impact all aspects <strong>of</strong> the EM program.<br />

(1) Mission-based structure. This structure is most commonly used with acquisition programs in order to prioritize<br />

delivery <strong>of</strong> material solutions independent <strong>of</strong> pre-existing organizational alignment necessary to correctly and effectively<br />

employ the material solutions as an integrated capability. For example, the JPM–IPP employed a mission-based<br />

3-tier system for material fielding. This is the concept employed for the installation tier designations described in<br />

chapter 14.<br />

(2) Population-based structure. This structure is most commonly used by AT and Fire and <strong>Emergency</strong> Services<br />

programs to emphasize the protection <strong>of</strong> personnel from select single-agency hazards and validate manpower requirements.<br />

For example, U.S. Northern Command employs a mission- and population-based 5-tier system for development<br />

and employment <strong>of</strong> AT capabilities.<br />

(3) Capability-based structure. This structure is most commonly used with capability integration where the integrator<br />

does not own or resource the independent activities. The capability level is determined by existing organic and<br />

external resources relative to established capability standards. If mission or population drivers increase or decrease<br />

organic and/or external capabilities, then the capability-based structure is able to adapt and address the new operational<br />

environment in a cost-effective, sustainable method. The mission still determines relative importance within each type<br />

designation as described below and prioritizes manpower, training, equipment fielding, and sustainment efforts. This is<br />

the concept employed for the installation type designations described in chapter 2.<br />

d. Demographics. Demographic information includes data related to population size, density, distribution, areas <strong>of</strong><br />
