h. <strong>Emergency</strong> operations center standard operating procedures. All installation EOCs shall have supporting SOPs<br />
and associated overview documents to support the assigned functions and tasks identified in the installation EM plan<br />
and the installation EOC team FAA. At a minimum, the installation EOC team FAA and supporting SOPs shall address<br />
the following procedures:<br />
Weather, seismic, or other geophysical information affecting operations.<br />
Status <strong>of</strong> MEFs and supporting Category 1 personnel.<br />
Status <strong>of</strong> critical infrastructure.<br />
Status <strong>of</strong> supporting MTF.<br />
Status <strong>of</strong> transportation, energy, and utility systems.<br />
Status <strong>of</strong> communications systems.<br />
Special events.<br />
Significant changes in demographic information.<br />
Personnel accountability <strong>of</strong> assigned personnel.<br />
Establishment <strong>of</strong> incident command at 1 or more incident scenes.<br />
Activation <strong>of</strong> the mass warning and notification system.<br />
Activation <strong>of</strong> support agreements or support contracts.<br />
Request for or receipt <strong>of</strong> mutual aid.<br />
Evacuation or sheltering-in-place <strong>of</strong> some or all assigned personnel.<br />
Activation <strong>of</strong> installation EOC.<br />
Overall strategic priorities for response.<br />
Major issues and activities <strong>of</strong> activated functional areas.<br />
Status <strong>of</strong> critical resources and resource shortfalls, and/or needs.<br />
Hazard-specific information.<br />
Estimates <strong>of</strong> potential impacts based on predictive modeling (as applicable).<br />
Perimeter and/or cordon <strong>of</strong> the incident scene.<br />
Number, condition, and overall prognosis for casualties.<br />
Number and types <strong>of</strong> fatalities.<br />
All injuries <strong>of</strong> Category 5 personnel.<br />
Status <strong>of</strong> evacuation and mass care operations.<br />
Estimated number <strong>of</strong> personnel sheltering-in-place.<br />
Estimated number <strong>of</strong> evacuees.<br />
Estimated number <strong>of</strong> safe haven residents.<br />
Estimated number <strong>of</strong> assigned personnel in civilian shelters.<br />
Volunteer and donations management.<br />
Requests for installation disaster declaration.<br />
Status <strong>of</strong> local, State, and Presidential Disaster Declarations.<br />
Status and analysis <strong>of</strong> rapid needs assessment.<br />
Status and analysis <strong>of</strong> initial (and follow-on) damage assessments.<br />
Expected follow-on mass care, including bulk distribution and mass feeding requirements.<br />
Status and analysis on recovery programs (human services, infrastructure).<br />
i. Watch Rrequirements. Each installation shall establish a continuous 24-hour/7-days a week/365-days per year<br />
designated warning point, typically the dispatch center or installation operations center with the support <strong>of</strong> an assigned<br />
staff duty <strong>of</strong>ficer or equivalent. Nothing within the EM program requires a 24-hour, continual watch within the<br />
installation EOC.<br />
