Installation emergency manager<br />
Function Description<br />
1 Manages the EM program.<br />
2 Serves as principal advisor to installation commander regarding EM requirements.<br />
3 Serves as the principal action <strong>of</strong>ficer for the installation EMWG and assigned committees, as required.<br />
4 Leads development <strong>of</strong> the community pr<strong>of</strong>ile.<br />
5 Leads execution <strong>of</strong> the risk management process, including the coordination with existing risk management products<br />
provided by other functional areas, if available.<br />
6 Coordinates development <strong>of</strong> the installation EM plan by the installation EMWG.<br />
6A Coordinates installation EM plan requirements with installation functional areas and external providers, as required.<br />
6B Leads development <strong>of</strong> the EM FAA, as assigned.<br />
6C Supports development <strong>of</strong> all other annexes and appendices to the installation EM plan, as required.<br />
6D Supports development <strong>of</strong> all supporting standard operating procedures (SOPs) and related guides, checklists, and procedures<br />
necessary for the successful execution <strong>of</strong> the installation EM plan, as required.<br />
6E Coordinates and supports tenant organizations and commercial businesses on the Installation in development <strong>of</strong> tenant<br />
EAPs, as required.<br />
7 Maintains contact with appropriate Federal, DOD, State, regional, other Service, <strong>Army</strong>, and local (or Host Nation) EM<br />
agencies and organizations.<br />
7A Establishes or coordinates establishment <strong>of</strong> support agreements and/or support contracts for identified resources, as required.<br />
7B Collaborates and coordinates with Federal, DOD, Tribal, State, regional, local, private, NGOs, and FBOs (and Host Nation,<br />
as required) to achieve the highest possible level <strong>of</strong> integration and interoperability for multi-agency, multijurisdictional<br />
emergencies and ensure that EM plans are mutually supporting and properly aligned and/or integrated.<br />
7C Coordinates with the MTF to develop the installation EM plan and coordinate and integrate medical response and recovery<br />
capabilities to the greatest extent possible.<br />
7D Attends the LEPC and other applicable EM-related committees and working groups in the local geographic area, as assigned.<br />
8 Ensures that installation functional areas comply with all training, equipment, and exercise standards, including NIMS<br />
implementation.<br />
8A Leads and coordinates NIMS implementation.<br />
8B Ensures installation EM training is occurring across the spectrum <strong>of</strong> installation stakeholders.<br />
8C Advocates for the development and approval <strong>of</strong> an installation EM TDA.<br />
8D Coordinates the fielding <strong>of</strong> JPM–IPP, AEFRP, and other directed capability development projects and/or programs, as<br />
required by higher headquarters.<br />
8E Ensures that JPM–IPP and AEFRP equipment is identified by the cognizant functional area and entered by the cognizant<br />
functional area into the MAXIMO inventory management system, as required.<br />
9 Leads and coordinates resource management efforts, including the resource typing initiative.<br />
10 Ensures the execution <strong>of</strong> the Ready <strong>Army</strong> Campaign across all Category 1–5 personnel within the <strong>Army</strong> community.<br />
11 Ensures that an individual and alternate are designated as the EOC manager, if available. (installation emergency manager<br />
may be assigned as EOC manager based upon local conditions.)<br />
11A Ensures that the installation EOC and associated installation EOC team is organized, manned, trained, equipped, exercised,<br />
evaluated, maintained, and sustained as directed by this publication.<br />
12 Ensures that Mass Warning and Notification System capabilities are established, maintained, and coordinated between<br />
all identified control points (dispatch center(s) and primary and alternate EOCs), as required.<br />
13 Serves in the installation EOC command section as the principal advisor to the installation commander and the installation<br />
EOC team regarding EM.<br />
14 Serves as the principal advisor to the chair <strong>of</strong> the RWG.<br />
15 Ensures the annual maintenance <strong>of</strong> installation risk management results, the installation EM plan, and all associated<br />
documentation and publications, as required.<br />
16 Periodically assess installation EM capabilities.<br />
