(2) Support agreements and support contracts. In order to coordinate and standardize the development <strong>of</strong> support<br />

agreements and support contracts for EM program capabilities per NIMS, DODI 6055.17, and NFPA 1600, all <strong>Army</strong><br />

installations shall develop one or more support annexes detailing the local procedures and processes for developing,<br />

coordinating, approving, and maintaining support agreements and support contracts with external partners, to include<br />

the review processes for the installation legal counsel and contracting <strong>of</strong>ficer. These support annexes will include<br />

installation-specific guidance on forwarding copies <strong>of</strong> applicable support agreements and support contracts to higher<br />

headquarters and incident reporting requirements for activation <strong>of</strong> such agreements and/or contracts. Copies <strong>of</strong> all<br />

approved support agreements are maintained by the applicable directorate, the garrison RMO, and a copy maintained<br />

by the installation emergency manager for a period <strong>of</strong> 3 years from expiration. Development will be led by the<br />

installation emergency manager in coordination with the membership <strong>of</strong> the installation EMWG with support from the<br />

ICO and garrison RMO. See chapter 7 for additional information. See table G–3 for development assignments.<br />

(3) Ready <strong>Army</strong> Community Preparedness Campaign. All <strong>Army</strong> installations shall develop a support annex for the<br />

Ready <strong>Army</strong> Community Preparedness Campaign. This support annex will identify local opportunities and methods for<br />

engaging the <strong>Army</strong> community and developing a resilient community in an all-hazards environment and then assign<br />

responsibilities to installation functional areas for campaign execution, assessment, and reporting. Development will be<br />

led by the Ready <strong>Army</strong> point <strong>of</strong> contact per reference HQDA EXORD 202–09. See chapter 7 for additional<br />

information. See table G–4 for development assignments.<br />

(4) Evacuation management. In support <strong>of</strong> the DHS Plan Review and the DOT Catastrophic Evacuation Plan<br />

Review, all <strong>Army</strong> installations shall develop a SA for evacuation management, including installation zone management,<br />

contraflow, reverse-laning procedures, and assisted transportation procedures. Development will be led by the DPW in<br />

coordination with the membership <strong>of</strong> the installation EMWG with support from the installation emergency manager.<br />

See chapter 12 for additional information. Specific FAAs for employment <strong>of</strong> team capabilities are identified in the next<br />

section below. See table G–5 for development assignments.<br />
