Coordination with the supporting installation dispatch center(s).<br />

<strong>Emergency</strong> Communications capabilities and procedures.<br />

Mass warning and notification system integration.<br />

EMS (in coordination with fire and emergency services).<br />

ED operations, to include triage procedures.<br />

Public health and preventive medicine operations, including the role and responsibilities <strong>of</strong> the installation PHEO.<br />

Pharmaceutical management (in support <strong>of</strong> fire and emergency services and EMS).<br />

Incidents resulting in mass casualties.<br />

Casualty management and/or tracking.<br />

Medical information operations.<br />

Facility access control procedures (lockdowns), including law enforcement and security support requirements from<br />

the installation.<br />

<strong>Management</strong> and/or decontamination <strong>of</strong> self-referred casualties.<br />

Decontamination bypass procedures for decontaminated patients arriving via EMS.<br />

Inter-facility transfer <strong>of</strong> noncritical patients to increase bed availability.<br />

Healthcare system evacuation procedure<br />

NDMS and Federal Coordinating Center responsibilities, if assigned.<br />

Select fatality management procedures for those casualties received/admitted into the MTF who then die under a<br />

healthcare provider’s care.<br />

c. Medical surveillance. The MTF commander has specific responsibilities regarding medical surveillance according<br />

to DODI 6055.17, DODI 6200.03, MEDCOM OPLAN 01–10, and MEDCOM OPORD 08–08.<br />

(1) Syndromic (health threat) surveillance. The installation PHEO, in coordination with the MTF commander, is<br />

responsible to (a) identify all medical and public health information needs, (b) provide all-hazards force health<br />

protection for the protected populace (Category 1–5 personnel), (c) ensure laboratory support to confirm and identify<br />

hazardous substances in the affected environment, and (d) integrate and monitor syndromic surveillance systems<br />

operations. The installation PHEO is responsible for assessing the health impacts <strong>of</strong> identified public health threats on<br />

personnel and the environment.<br />

(2) Medical surveillance. The installation PHEO, in coordination with the MTF commander, is responsible to (a)<br />

monitor the health status <strong>of</strong> predesignated Category 1 and 5 personnel, to include medical surveillance pre- and postincident<br />

and (b) monitor the health status post-incident <strong>of</strong> Category 2–4 personnel exposed to hazards during an<br />

emergency.<br />

(3) Medical intelligence. The installation PHEO and designated medical representatives, with the direction <strong>of</strong> the<br />

MTF commander, receives, extracts, and/or collects information from available medical sources, provides medical<br />

information to local organizations and private sector partners, where appropriate, and works to sustain informationgathering<br />

activities necessary for assessing and/or reassessing emerging health threat information prior to, during, and<br />

after an incident.<br />

d. Hospital-based care. MTF shall coordinate, manage, and provide—<br />

Health services, to include Category 5 First Receiver capabilities.<br />

<strong>Emergency</strong> medical care, to include mass casualty care and triage.<br />

Patient movement (intrafacility, interfacility, and, if providing EMS, transport from the incident site to the MTF).<br />

Psychological support, to include support <strong>of</strong> Disaster Mental Health requirements detailed in chapter 19.<br />

Pharmacy services, to include pharmaceutical management <strong>of</strong> chemical pharmaceutical countermeasures and related<br />

stockpiles.<br />

Dental services.<br />

Veterinary services, if assigned.<br />

e. Pharmaceutical management. The supporting MTF is responsible for pharmaceutical management in support <strong>of</strong><br />

the EM program.<br />

(1) Chemical pharmaceutical countermeasures. The installation shall coordinate a Chemical Pharmaceutical Countermeasures<br />

<strong>Program</strong> and associated concept <strong>of</strong> employment with the supporting MTF and integrate policy, planning,<br />

and preparedness activities both pre- and post-exposure in order to ensure that Category 5 first responders are protected<br />
