Guide the EM program towards eventual program accreditation under the <strong>Emergency</strong> <strong>Management</strong> Accreditation<br />
<strong>Program</strong> (EMAP).<br />
(2) Installation emergency management working group composition. The composition <strong>of</strong> the installation EMWG<br />
shall be aligned with the functions <strong>of</strong> the EMWG and the tasks it is assigned to accomplish in support <strong>of</strong> the EM<br />
program vision, mission, and goals. The installation commander shall determine the appropriate composition, including<br />
additional membership and the frequency and desired outputs <strong>of</strong> the EMWG depending upon local conditions. Unless<br />
otherwise delegated, the installation commander shall serve as the chairperson <strong>of</strong> the EMWG with the installation<br />
emergency manager serving as the principal action <strong>of</strong>ficer and technical advisor. Representatives shall be provided by<br />
the supporting staff element and must have the authority and expertise to speak for the responsible director or leader <strong>of</strong><br />
that supporting staff element. See appendix E for additional information on functional areas and their responsibilities.<br />
See table G–1 in appendix G for guidance on which representatives are responsible for or have a role in developing<br />
specific sections <strong>of</strong> the basic plan. Additional guidance is included in appendix G on support annexes, functional area<br />
annexes, and hazard-specific appendixes (HSAs).<br />
(3) Representatives. Positions may be combined by directorate to align with installation organization. The goal is to<br />
ensure broad representation across all functional areas and to ensure that all resources, needs, and capabilities are<br />
identified and incorporated into the planning process. Installation EMWGs are encouraged to incorporate technical<br />
specialists from the local community or from other <strong>Army</strong> or DOD installations, to include the use <strong>of</strong> teleconference or<br />
other virtual means for participation, when required. See table 3–1 for a list <strong>of</strong> representatives necessary for successful<br />
execution <strong>of</strong> the installation EMWG’s assigned duties.<br />
(4) <strong>Army</strong> resource typing definitions. As detailed in chapter 9, <strong>Army</strong> installations develop, field, and maintain NIMS<br />
Tier Two assets (defined as local, non-EMAC resources) for their EM program. The below resource typing definitions<br />
are local definitions only and should be frequently socialized with local civil jurisdictions (and Host Nations). <strong>Army</strong><br />
installations may align to local standards given the same service output and performance objectives. Type IV<br />
(installations) are exempt from meeting this resource type definition.<br />
