Manning and personnel Paid and volunteer staff who meet relevant training, qualification, certification, and credentialing standards<br />

necessary to perform assigned missions, functions, and tasks in accordance with relevant laws, regulations,<br />

policy, and guidance.<br />

Manning <strong>of</strong> command, unit, and tenant teams requires a minimum <strong>of</strong> two shifts unless specifically stated<br />

with a goal <strong>of</strong> three shifts for every function depending upon local conditions and personnel availability.<br />

Manning efforts must address issues regarding (1) changes to position descriptions (PD) (or scope <strong>of</strong> work<br />

statements for contract employees); (2) pay and compensation issues for assignment, activation, mobilization,<br />

overtime, and hazardous conditions (as applicable to assigned functions and tasks); (3) personal safety,<br />

including the requirements necessary to employ protective equipment (if applicable to assigned functions<br />

and tasks); and (4) impacts on leave, holiday, schools, and other temporary assignments/duties requiring<br />

extended durations outside the local geographic area.<br />

Paid and volunteer staff assigned to capabilities must be designated in writing in the applicable personnel<br />

category (see chap 4).<br />

Training, certification,<br />

Training courses must provide the context <strong>of</strong> the supported operation, the necessary objectives for the<br />

mission, functions, or tasks to be performed and the employment and user-provided maintenance <strong>of</strong> all assigned<br />

equipment applicable to the mission, functions, or tasks to be performed by the user.<br />

Training programs must address initial and sustainment training <strong>of</strong> all personnel assigned to the program<br />

with training plans that address turnover and attrition rates.<br />

Content and methods <strong>of</strong> delivery that comply with relevant training standards necessary to perform assigned<br />

missions, functions, and tasks and must result in certification (when available) and support established<br />

credentialing requirements.<br />

Paid and volunteer staff assigned to capabilities must be credentialed for their assigned mission, functions,<br />

and tasks as credentialing requirements are approved and disseminated by the <strong>Army</strong>.<br />

Prevention, mitigation, response, and recovery equipment (to include training and exercise materials) must<br />

(1) comply with existing standards (see chap 14), (2) be inventoried by resource type (see chap 9), (3) be<br />

inventoried in the MAXIMO Inventory <strong>Management</strong> System as directed by DAMO–ODP and supporting inventory<br />

management provider (see chap 14), (4) be employed based upon on-label directions (no <strong>of</strong>f-label<br />

use) and associated equipment-based training (or new equipment training) specifications, and (5) be maintained<br />

and sustained per existing standards and specifications.<br />

Exercise and evaluation Exercises, self-assessments, peer assessments, higher headquarters assessments, program reviews, external<br />

reviews, compliance monitoring, and actual emergencies provide opportunities to demonstrate, evaluate,<br />

and improve the combined capability and interoperability <strong>of</strong> the other elements in order to perform assigned<br />

missions, functions, and tasks to established standards and measures <strong>of</strong> effectiveness necessary to<br />

achieve successful outcomes.<br />

All capabilities shall be exercised by functional area (functional exercise) and as a combined capability set<br />

(full scale exercise) on an annual basis (see chap 15).<br />

Exercise development, execution, and evaluation shall be employ the procedures, terms, and processes<br />

described in the Homeland Security Exercise and Evaluation <strong>Program</strong> (HSEEP) and result in an after action<br />

report (AAR) and corrective action plan (CAP) (see chap 15).<br />

Execution and implementation <strong>of</strong> the CAP recommendations to the greatest extent possible within available<br />

resources (as determined by the installation commander) must be accomplished for the exercise process<br />

to be considered valid for assessment purposes.<br />

Maintenance Plans, organizations, personnel, training, equipment, and exercises must be maintained to remain applicable<br />

to the needs <strong>of</strong> the installation commander.<br />

Maintenance requirements include, but not limited to, (1) an annual plan review (see chap 6), (2) annual<br />

organizational review (as part <strong>of</strong> the plan review), (3) staff position replacements due to staff requests, turnover,<br />

and transfers, (4) sustainment and refresher training cycle plus ongoing initial training for new staff as<br />

required, (5) renewal <strong>of</strong> certifications and credentials, (6) maintenance <strong>of</strong> equipment and facilities per specifications,<br />

(7) removal <strong>of</strong> obsolete equipment and incorporation <strong>of</strong> new equipment as required, (8) Multiyear<br />

training and exercise plan development on an annual basis, (9) exercise scenarios evolving in complexity<br />

and integration as capabilities mature over time, and (10) incorporation <strong>of</strong> new and evolving requirements as<br />

developed and promulgated from National, DOD, Joint, and <strong>Army</strong> <strong>of</strong>fices upon approval by DAMO–ODP.<br />

Sustainment All aspects <strong>of</strong> the EM program require sustainment through multiple resource streams and supporting<br />

MDEPs.<br />

Total cost <strong>of</strong> ownership must be identified and the appropriate financial resources requested from applicable<br />

resource sponsors.<br />

The Visibility Installation Protection <strong>Program</strong> (VIPP) MDEP is only responsible for resourcing specific installation<br />

emergency manager positions, supporting specific elements <strong>of</strong> training and exercise programs as<br />

approved by the program evaluation group II , and sustaining equipment and material procured through approved,<br />

pre-identified DOD, Joint, and <strong>Army</strong> fielding programs (for example, JPM–IPP and AEFRP) within<br />

the fiscal resource constraints enforced by the program evaluation group II.<br />
