evacuation involving more than 50 percent <strong>of</strong> population, earthquake, tsunami warning, tornados, expected landfall <strong>of</strong><br />

hurricanes (within 24 hours or less), sudden onset terrorism incident, moderate- to large-scale hazardous materials spill/<br />

release involving mutual aid or environmental spill response, all nuclear-related incidents, confirmed biological incident<br />

(terrorism or natural causes), wide-scale power blackouts, and similar incidents.<br />

k. Installation emergency operations center design. All installations shall have an installation EOC, but the physical<br />

requirements in terms <strong>of</strong> capabilities and capacity are determined by installation type designation. The physical size,<br />

layout, and equipping <strong>of</strong> each installation EOC will depend on the installation type, resources and budget available, and<br />

anticipated incident management workload. Installation typing guidance will be developed by DAMO–ODP in coordination<br />

with the appropriate technical agencies. Type I installation EOC design shall incorporate unified facilities<br />

criteria (UFC) 4–141–04. ARNG State EOC requirements will be established by ARNG headquarters in coordination<br />

with the appropriate technical agencies and DAMO–ODP.<br />

l. Alternate and/or secondary installation emergency operations center. An alternate or secondary EOC should be<br />

identified and maintained by all installations per UFC 4–141–04. The physical location, size, layout, and capabilities<br />

will depend on the installation type, resources, and budget available, and anticipated incident management workload.<br />

Installation typing guidance will be developed by DAMO–ODP in coordination with the appropriate technical agencies.<br />

m. Installation emergency operations center capabilities. Core capabilities <strong>of</strong> every installation EOC are identified<br />

below. The actual layout and brands/types <strong>of</strong> capabilities provided to each position, section, or EOC as a whole will<br />

depend on the installation type, resources and budget available, and anticipated incident management workload. Under<br />

DOD Resource <strong>Management</strong> Directive (RMD) 700, DAMO–ODP has been resourced to establish requirements for<br />

select capabilities and manage the procurement, fielding, and sustainment <strong>of</strong> these capabilities at select installations. All<br />

computer-based programs shall be coordinated prior to procurement, fielding, or installation with the coordinating NEC<br />

functional area. See chapter 14 for associated equipment procurement, fielding, maintenance, and sustainment guidance.<br />

Detailed guidance on procurement, fielding, user training, information sharing rules, maintenance, and sustainment<br />

<strong>of</strong> the following capabilities will be provided by DAMO–ODP in coordination with the Assistant Secretary <strong>of</strong> the<br />

<strong>Army</strong> for Acquisition, Logistics, and Technology (ASA (ALT)).<br />

(1) Event log. All installations shall have the capability to maintain an event log, which records all significant events<br />

throughout a given incident. At a minimum, these events must include all actions related to:<br />

Activation, <strong>of</strong> C3 capabilities.<br />

Strategic and tactical objectives by OP.<br />

All incident reporting activities.<br />

All warnings to the protected populace.<br />

All orders to evacuate, SIP, move to safe haven, or move to civilian shelters.<br />

All EPI efforts.<br />

All requests for installation disaster declaration.<br />

Status <strong>of</strong> local, State, and Presidential Disaster Declarations.<br />

All support agreement and support contract activations.<br />

All resource management activities.<br />

All personnel accountability reports.<br />

All receipt <strong>of</strong> relevant hazard-specific information.<br />

All predictive modeling results.<br />

Number and types <strong>of</strong> casualties and fatalities.<br />

Status and analysis <strong>of</strong> rapid needs assessment.<br />

Status and analysis <strong>of</strong> initial (and follow-on) damage assessments.<br />

Status and analysis on recovery programs (human services, infrastructure).<br />

(2) Chat capabilities. All installation EOCs shall support unclassified and/or classified chat capabilities as directed<br />

by their higher headquarters.<br />

(3) <strong>Emergency</strong> communications. All installation EOCs shall develop, maintain, and manage emergency communications<br />

and an associated emergency communications SOP for all multi-agency and/or multi-jurisdictional emergencies.<br />

SOPs may be aligned to positions, functions, or hazards at the discretion <strong>of</strong> the installation commander. The goal <strong>of</strong><br />

emergency communications is to provide the installation EOC team with the capability for timely and reliable<br />

communications with the ICP, installation dispatch center, supporting JIC, supporting MTF, all supporting evacuation<br />

and mass care teams, and all other associated activities on the installation as well as pre-identified response and<br />

recovery partners in the Federal, State, Tribal, other Service, local, and/or private (or Host Nation) communities.<br />

<strong>Emergency</strong> communications planning includes all mass warning and notification systems and procedures as well as<br />

addressing recording needs and capabilities at the installation dispatch center and the installation EOC, at a minimum.<br />

To the extent possible within the fiscal and resource constraints present at <strong>Army</strong> installations, these emergency<br />

communications should be interoperable in terms <strong>of</strong> language (NIMS), procedures, and equipment.<br />

(4) Common operating picture. All installation EOCs shall develop, maintain, and manage a COP for every multiagency<br />

and/or multijurisdictional emergency. The main goal <strong>of</strong> a COP is to provide consistent, standardized, and geo-<br />
