(7) Network Enterprise Center.<br />

(a) Service management. Spectrum management, architecture services, continuity management, configuration management,<br />

service desk, security manager, communication security, asset management, property book operations, and IT<br />

acquisition and contract management.<br />

(b) Information technology systems support. Nonsecure internet protocol router network, secure internet protocol<br />

router network, continuity program implementation, internet access, communications support, telephone management,<br />

phone system operations, firewall management, database services, e-mail services, Web services, system administration,<br />

cable installation and repair, LMR services, paging services, satellite services, military amateur radio system,<br />

GPS, and visual information service.<br />

(c) Information assurance. Training, DOD information assurance certification and accreditation process, firewall<br />

management, intrusion detection, Public Key Infrastructure, antivirus systems, and incident management.<br />

c. Installation support <strong>of</strong>fices. The following services are provided by the identified support <strong>of</strong>fices. Only programs<br />

or services applicable to the EM program have been identified in the summary below.<br />

(1) Public affairs <strong>of</strong>fice. Public affairs support, community relations, media facilitation, liaison between tenants/<br />

garrison and public, legislative liaison, media operations, and newspaper operations.<br />

(2) Religious support <strong>of</strong>fice. Religious services, pastoral care and counseling, religious education, community and/or<br />

family ministry, and humanitarian support.<br />

(3) Consolidated legal <strong>of</strong>fice. Claims, notary services, tax support, and legal counsel and/or assistance in operational,<br />

international, civil, environmental, and contract law.<br />

(4) Installation contracting <strong>of</strong>fice. Contract preparation and administration, purchase card program, small business<br />

advocacy, and contingency contracting <strong>of</strong>ficer.<br />

(5) Equal employment <strong>of</strong>fice. Affirmative Action <strong>Program</strong> and regulation compliance.<br />

(6) Internal review, audit, and compliance <strong>of</strong>fice. Audit coordination, annual financial statement, risk mitigation<br />

assessments, and audit Services and compliance.<br />

( 7 ) I n s t a l l a t i o n s a f e t y o f f i c e . O S H , r a d i a t i o n p r o t e c t i o n , a c c i d e n t i n v e s t i g a t i o n , r a n g e s a f e t y , a v i a t i o n s a f e t y ,<br />

workplace safety, accident prevention, risk management training, and review MILCON projects.<br />

d. Garrison management and control <strong>of</strong>fices. The following services are provided by the identified <strong>of</strong>fices. Only<br />

programs or services applicable to the EM program have been identified in the summary below.<br />

(1) RMO—<br />

(a) Budget and accounting: Budget preparation and execution, reporting, and accounting.<br />

(b) Manpower and agreements: Personnel requirements, TDA, future year manpower, support agreement management,<br />

and management control program.<br />

(2) PAIO—<br />

(a) <strong>Management</strong> analysis: ISR, cost management, and process management.<br />

(b) Planning integration: Strategic planning, organizational performance, stationing, analysis support, and base<br />

realignment and closure actions.<br />

(3) Headquarters: Garrison commander, garrison command sergeant major, supply <strong>of</strong>ficer, arms room, training<br />

<strong>of</strong>ficer, and military oversight.<br />

(4) Administrative staff: Administrative tasking control, correspondence, master calendar, and personnel actions.<br />

E–3. Core installation functions<br />

Table E–1 provides notional core assignments applicable to all directorates and <strong>of</strong>fices and should be aligned to local<br />

conditions and availability by the installation commander within the installation EM plan.<br />
