functional areas may identify necessary changes to recommend resource typing definitions and should make appropriate<br />

changes at the local level. If such changes appear to have applicability across multiple installations, then the<br />

installation shall promote the identified best practice to DAMO–ODP via their supported region.<br />

18–8. Law enforcement and physical security<br />

a. Requirement. In order to provide law enforcement and physical security functions to the <strong>Army</strong> community as<br />

required by AR 525–13, AR 190–13, AR 190–24, AR 190–56, DODI 2000.16, AR 525–27, and DODI 6055.17, all<br />

EM <strong>Program</strong>s shall coordinate with DES on the capabilities and capacity <strong>of</strong> assigned Law Enforcement and Physical<br />

Security resources, including Security Guards. Law Enforcement and Physical Security units shall organize, train,<br />

equip, and exercise response capabilities consistent with the guidelines established in references AR 525–13 and AR<br />

190–13. The employment <strong>of</strong> these response capabilities supports both the routine law enforcement and physical<br />

security requirements on <strong>Army</strong> installations and the requirements identified within this publication in order to respond<br />

effectively to a Type 3–5 Incident impacting or with the potential to impact an <strong>Army</strong> installation. Law enforcement and<br />

physical security shall contribute to the law enforcement and physical security FAA and develop supporting SOPs<br />

based upon assigned functions and tasks identified within the installation EM plan. Law enforcement and physical<br />

security personnel shall be designated in writing by the installation EMWG as Category 5 (First Responders) during the<br />

community pr<strong>of</strong>ile process (see chap 4). Nothing in this publication requires the development <strong>of</strong> new or additional<br />

capabilities in this functional area; just the coordination and integration <strong>of</strong> existing organic capabilities with existing<br />

external capabilities resident in local civil jurisdictions, other DOD installations, and other external response partners.<br />

(1) Considerations. Considerations regarding authorities and duties <strong>of</strong> <strong>Army</strong> law enforcement personnel include, but<br />

are not limited to:<br />

(a) The authority <strong>of</strong> Department <strong>of</strong> the <strong>Army</strong> (DA) civilian police and security guard personnel to perform law<br />

enforcement and security functions is prescribed in AR 190–56 and restricted by reference 18 USC 1385.<br />

(b) Military police have the authority to enforce laws and provide security as directed by installation commanders<br />

and make apprehensions in accordance UCMJ, Article 7 302(b)(1).<br />

(c) Cooperation with civilian law enforcement <strong>of</strong>ficials will be in accordance with reference DODD 5525.5.<br />

(d) Use <strong>of</strong> <strong>Army</strong> law enforcement and physical security personnel outside the boundaries and authorities for the<br />

installation’s legal jurisdiction shall be constrained as detailed in DOD policy, including DODD 5525.5, DODI 5525.<br />

13, and DOD 5500.7–R, and applicable <strong>Army</strong> regulations.<br />

(2) Contract Guard Force. Considerations regarding the use <strong>of</strong> Contract Guard Force personnel include, but are not<br />

limited to the following:<br />

(a) Statement <strong>of</strong> work and applicable contract documents and specifications must reflect the decision to assign<br />

contractors to work in hazardous environments, if determined necessary by DES.<br />

(b) If contractors are assigned responsibilities requiring specialized PPE, to include respiratory protection, then these<br />

responsibilities come with associated physical conditioning, RPP enrollment and participation, training, equipment,<br />

exercise, evaluation, maintenance, and sustainment requirements and costs.<br />

(c) It is highly recommended that contract guard force personnel be utilized in cold zone operations, such as ECP,<br />

TCP, evacuation collection points, and mass care facilities, to the maximum extent possible as an alternative to issuing<br />

specialized PPE with the associated cost burden.<br />

b. Services. Law enforcement and physical security units organic to the <strong>Army</strong> installation may have a range <strong>of</strong><br />

capabilities with varying capacity depending upon local conditions, past and current funding, and historical incidents.<br />

For the purposes <strong>of</strong> this publication and in keeping with AR 525–13 and AR 190–13, the law enforcement and physical<br />

security functional area includes the following:<br />

(1) Dispatch operations conducted either independently or in collaboration with other Category 5 first responders, to<br />

include fire and emergency services.<br />

(a) Assumes law enforcement and physical security dispatchers are trained, certified, and maintained as DOD<br />

Telecommunicator I or II depending upon assignments per DOD 6055.06–M and NFPA 1061.<br />

(b) Assumes bilingual or multilingual capabilities at foreign locations (overseas) and at select domestic locations.<br />

(c) Functions typically include the following:<br />

<strong>Emergency</strong> call-taking (911 or local emergency number).<br />

Alarm monitoring.<br />

Security camera monitoring and/or access.<br />

Receiving external notifications (medical, public health).<br />

Operating the mass warning and notification system.<br />

(2) Law enforcement and physical security operations. Functions typically include the following:<br />

Conduct patrol operations.<br />

Conduct fixed post and/or station operations.<br />

Maintain entry control point (ECP) access control.<br />
