execute, vice recite, procedures.<br />

13–2. Senior leader orientation<br />

a. Overview. Per Headquarters, Department <strong>of</strong> the <strong>Army</strong> (HQDA) EXORD 050/11 and DODI 6055.17, commanders<br />

shall address senior leader orientation as a component <strong>of</strong> the education and training program. Senior leader orientation<br />

provides senior leaders with the requisite knowledge to implement <strong>Army</strong> EM <strong>Program</strong> policies and facilitate oversight<br />

<strong>of</strong> all aspects <strong>of</strong> subordinate EM programs. This oversight occurs at the strategic and operational levels and supports<br />

preparedness, mitigation, prevention, response, and recovery operations at subordinate commands. Higher headquarters<br />

shall establish a program for. This requirement may be met by attending an executive seminar as described, below.<br />

b. Executive seminar. TRADOC in coordination with DAMO–ODP, shall develop, implement, and sustain an<br />

executive seminar in order to provide senior leaders with the requisite knowledge to enable development <strong>of</strong> EM<br />

program policies, facilitate oversight <strong>of</strong> all aspects <strong>of</strong> subordinate EM programs at the strategic and operational levels,<br />

and support EM capability development and execution conducted at their subordinate commands. This executive<br />

seminar may be incorporated into existing courses <strong>of</strong> instruction as well as standalone seminar formats. The executive<br />

seminar shall consist, at a minimum, <strong>of</strong> 4 components:<br />

(1) Completion <strong>of</strong> Web-based NIMS Phase I training requirement stated in chapter 8 per AR 525–27 and DODI<br />

6055.17 with ICS–402 Course replacing the ICS–100 and ICS–200 Course requirements.<br />

(2) Completion <strong>of</strong> required AT Level III or Level IV training requirement per AR 525–13 and DODI 2000.16.<br />

(3) A seminar format discussion <strong>of</strong> the principles <strong>of</strong> EM, an overview <strong>of</strong> NIMS and associated Federal, DOD, and<br />

<strong>Army</strong> guidance, the role <strong>of</strong> senior leadership in EM operations, differentiation between installation EM and CS/<br />

humanitarian assistance missions, differentiation between installation EM and installation and combat CBRN defense,<br />

and appropriate legal, occupational safety, medical, and environmental requirements.<br />

(4) A tabletop exercise based upon one <strong>of</strong> the hazards identified in appendix F.<br />

c. Requirements. Installation-owning commands (IMCOM, AMC, USARC, ARNG) shall ensure that the appropriate<br />

military <strong>of</strong>ficers in the grades <strong>of</strong> O6 through O8 and DOD civilian equivalent (senior executive service) employees<br />

attend the EM executive seminar when their duties include responsibilities directly related to installation management<br />

and/or garrison operations. Installation-owning commands (IMCOM, AMC, USARC, ARNG) shall ensure that primary<br />

staff <strong>of</strong>ficers, division chiefs, and directors who support the EM mission at the region and headquarters levels also<br />

attend an executive seminar within no more than 6 months from assuming a role directly related to the EM program.<br />

13–3. Commanders’ education<br />

a. Requirement. TRADOC, in coordination with DAMO–ODP, shall develop, implement, and sustain an education<br />

course for all installation commanders and garrison commanders in order to provide commanders with the requisite<br />

knowledge to direct and supervise their EM program. Installation-owning commands (IMCOM, AMC, USARC,<br />

ARNG) shall ensure that prospective O5- and O6-level commanders (or civilian equivalent director positions) complete<br />

the required education course prior to assuming command or no less than 3 months after the date <strong>of</strong> assuming<br />

command.<br />

b. Content. Installation EM command-level education shall consist, at a minimum, <strong>of</strong> 4 components: (1) documented<br />

completion <strong>of</strong> Web-based NIMS Phase I training requirement stated in chapter 8, tables 8–1 and 8–4, per AR 525–27<br />

and DODI 6055.17, (2) seminar format discussion <strong>of</strong> the principles <strong>of</strong> EM, an overview <strong>of</strong> NIMS and associated<br />

Federal, DOD, and <strong>Army</strong> guidance, the role <strong>of</strong> the commander, command staff, and installation emergency manager,<br />

development and role <strong>of</strong> the installation EMWG, the role <strong>of</strong> the installation EOC, and assigned installation EOC team,<br />

differentiation between installation EM and CS/humanitarian assistance missions, differentiation between installation<br />

EM and installation and combat CBRN defense, and appropriate legal, occupational safety, medical, and environmental<br />

requirements, (3) the development process and requirements for their installation EM plan and associated continuity<br />

plans and tenant EAPs, and (4) a tabletop exercise based upon one <strong>of</strong> the hazards identified in appendix F.<br />

13–4. Category 1 (personnel training)<br />

Training requirements for Category 1 personnel will depend on mission requirements. Those installations with a<br />

supported MEF or business continuity programs shall develop training requirements as an integral part <strong>of</strong> each<br />

continuity program.<br />

13–5. Category 2–4 (personnel training)<br />

a. Requirement. Installation commanders shall address community preparedness as a component <strong>of</strong> the education<br />

and training program. EM programs shall provide Ready <strong>Army</strong> Community Preparedness training as described in<br />

chapter 7 to the entire protected populace with an emphasis on Category 2–4 personnel, especially vulnerable<br />

populations. In this case, training effectiveness is determined by the provision <strong>of</strong> the training to the protected populace<br />

vice individual documented completion <strong>of</strong> the training requirement due to the limitations on imposing and enforcing<br />

requirements on those elements <strong>of</strong> Category 2–4 personnel who do not directly report to established DOD chains <strong>of</strong><br />

command. Installation commanders shall ensure that Ready <strong>Army</strong> Community Preparedness information is provided to<br />
