n. Evacuation clearance time. Clearance time refers to the time required to clear all evacuees from the evacuation<br />

routes and complete movement to safe haven, shelter, or the designated remote safe haven. Clearance time begins with<br />

the evacuation order, continues as the first evacuating vehicle enters the transportation network, and ends when the last<br />

evacuating vehicle reaches its destination. Clearance time includes the time required by evacuees to secure their homes<br />

and prepare to leave (mobilization time), the time spent by evacuees traveling along the road network (travel time), and<br />

the time spent by evacuees waiting along the road network due to traffic congestion (delay time). Clearance time does<br />

not refer to the time a single vehicle spends traveling on the road network. Clearance time is based on a set <strong>of</strong> assumed<br />

conditions and behavioral responses identified during the process identified in chapter 4. It is likely that an actual<br />

emergency will differ from any simulated emergency for which clearance times are calculated for. Key assumptions<br />

guiding this analysis are grouped into five areas:<br />

Population data (demographics).<br />

<strong>Emergency</strong> scenarios.<br />

Timeliness <strong>of</strong> the evacuation order.<br />

Behavioral characteristic <strong>of</strong> the evacuating population.<br />

Roadway network and traffic control assumptions.<br />

Evacuation sones.<br />

(1) Evacuee tracking. Installation commanders shall approve a process for registration and tracking <strong>of</strong> all evacuees<br />

consistent with the process for registration <strong>of</strong> personnel utilizing mass care services (see below). DAMO–ODP shall<br />

identify material solutions which address this requirement and seek resourcing for material fielding and sustainment at<br />

a programmatic level.<br />

(2) Reentry process. Installation commanders shall approve a process for authorizing reentry by evacuees into one or<br />

more installation zones (or the entire installation) by use <strong>of</strong> reentry permits once reentry is authorized by the<br />

installation commander at the recommendation <strong>of</strong> the RWG, for large scale incidents, or the incident commander, for<br />

smaller scale incidents. The reentry permit process will address residents, nonresident property owners/managers, utility<br />

providers, and commercial business employees as well as tenant organization personnel. The reentry process relies<br />

significantly on coordination with the FAC and the JIC to get information to all <strong>of</strong> the evacuees, including those<br />

temporarily residing at remote safe haven(s), civilian shelters, or local safe haven(s).<br />

12–2. Evacuation management team<br />

a. Concept. Evacuation management requires extensive coordination with the <strong>Army</strong> community, numerous installation<br />

activities and commands, and the civil jurisdictions receiving or supporting the additional traffic load. Evacuation<br />

management also requires management <strong>of</strong> multi-modal transportation assets operated by DOD, private, local, State,<br />

regional, and Federal providers. The evacuation management team is responsible for coordination <strong>of</strong> evacuation<br />

operations necessary to (1) move personnel at risk from one or more hazards to a safer location consisting <strong>of</strong>local safe<br />

haven, civilian shelter, and/or remote safe haven, (2) support evacuation <strong>of</strong> Category 2TR, 2SN, 2SC, and 2AN<br />

populations, (3) return displaced personnel to the installation post-incident during the recovery phase, and/or (4)<br />

continue second stage evacuation to a remote safe haven or designated place. Evacuation management team personnel<br />

are designated Category 5 emergency responders.<br />

b. Requirement. All EM programs shall coordinate with DOL, DES, DPW, and DFMWR on the establishment,<br />

activation, and management <strong>of</strong> one or more evacuation management teams on the installation when requested by the<br />

installation EOC or activated as identified in the installation EM plan. Task-organized evacuation management teams<br />

shall be typed through the resource typing system. See table 12–1 for detailed information. Evacuation management<br />

teams are usually activated pre-incident for hazards with sufficient warning or immediately after an incident occurs in<br />

order to conduct evacuation operations.<br />

c. Services. Evacuation management teams shall provide the following services tailored to the installation needs and<br />

the specific emergency being addressed:<br />

Activate pre-coordinated evacuation routes.<br />

Activate and manage collection points for Category 2TR, 2SN, 2SC, and 2AN populations.<br />

Monitor and report status <strong>of</strong> evacuation operations to the installation EOC.<br />

Coordinate reception <strong>of</strong> evacuees with receiving safe haven management teams and/or civilian shelters.<br />

Develop an evacuee return plan for phased or mass return <strong>of</strong> evacuees from all receiving locations and provide an<br />

evacuee return plan to the installation EOC planning section.<br />

When directed during the recovery phase, execute the evacuee return plan, monitor implementation and progress, and<br />

report to the installation EOC, as directed.<br />

d. Process. Evacuation management teams shall be activated by the installation EOC or as identified in the<br />

installation EM plan through the mass warning and notification system with a team-specific recall group assignment.<br />
