Proponemos que se cree un Comité Permanente <strong>de</strong> Propiedad Intelectual y<br />

asegurar una transferencia eficaz <strong>de</strong> la tecnología hacia los países en <strong>de</strong>sarrollo y<br />

los PMA.<br />

Seminario internacional conjunto OMPI-OMC-UNCTAD sobre propiedad intelectual y<br />

<strong>de</strong>sarrollo<br />

La OMPI podría organizar un seminario internacional conjuntamente con la OMC y la<br />

UNCTAD sobre propiedad intelectual y <strong>de</strong>sarrollo, contando con la participación<br />

activa <strong>de</strong> todas las partes interesadas, incluidos las ONG <strong>de</strong> interés público, la<br />

sociedad civil y el mundo académico.<br />

Participación <strong>de</strong> la sociedad civil<br />

La OMPI <strong>de</strong>be tomar las medidas apropiadas para lograr la amplia participación <strong>de</strong><br />

la sociedad civil en las activida<strong>de</strong>s <strong>de</strong> la OMPI y modificar la terminología empleada<br />

para referirse a las ONG.<br />

Grupo <strong>de</strong> Trabajo sobre el Programa para el Desarrollo<br />

Sin prejuicio <strong>de</strong> las propuestas anteriores, podría crearse un Grupo <strong>de</strong> Trabajo sobre<br />

el Programa para el Desarrollo en el que se seguiría <strong>de</strong>batiendo la puesta en<br />

práctica <strong>de</strong>l Programa para el Desarrollo y la ejecución <strong>de</strong> los programas <strong>de</strong> trabajo<br />

<strong>de</strong> la Organización en este campo, a fin <strong>de</strong> presentar un informe en la cuadragésima<br />

primera serie <strong>de</strong> reuniones <strong>de</strong> las Asambleas <strong>de</strong> los Estados miembros <strong>de</strong> la OMPI.<br />

Draft São Paulo Consensus<br />

Four years ago, at the tenth United Nations Conference on Tra<strong>de</strong> and Development<br />

in Bangkok, member States conclu<strong>de</strong>d that globalization and inter<strong>de</strong>pen<strong>de</strong>nce have<br />

opened new opportunities for the growth of the world economy and <strong>de</strong>velopment.<br />

Globalization offers new perspectives for the integration of <strong>de</strong>veloping countries into<br />

the world economy, and it can improve the overall performance of <strong>de</strong>veloping<br />

countries' economies by opening up market opportunities for their exports, by<br />

promoting the transfer of information, skills and technology, and by increasing the<br />

financial resources available for investment in physical and intangible assets. But<br />

globalization hasalso brought new challenges for growth and sustainable<br />

<strong>de</strong>velopment, and <strong>de</strong>veloping countries have been facing special difficulties in<br />

responding to them. Some countries have successfully adapted to the changes and<br />

benefited from globalization, but many others, especially the least <strong>de</strong>veloped<br />

countries, have remained marginalized in the globalizing world economy. As stated in<br />

the Millennium Declaration, the benefits and costs of globalization are very unevenly<br />

distributed.<br />

As the focal point of the United Nations for the integrated treatment of tra<strong>de</strong> and<br />

<strong>de</strong>velopment and interrelated issues in the areas of finance, technology, investment<br />

and sustainable <strong>de</strong>velopment,<br />
