effective participation of <strong>de</strong>veloping countries in international <strong>de</strong>liberations and<br />

<strong>de</strong>cision-making on ICT-related issues, such as the domain name system and<br />

Internet governance, is a vital complement to national <strong>de</strong>velopment efforts related to<br />

ICTs.<br />

UNCTAD's contribution The objective of UNCTAD’s work in this area is to assist<br />

<strong>de</strong>veloping countries, in particular LDCs, to <strong>de</strong>sign and implement active policies for<br />

building productive capacity and international competitiveness, based on an<br />

integrated treatment of investment, corporate responsibility, technology transfer and<br />

innovation, enterprise <strong>de</strong>velopment and business facilitation (including transportation<br />

and ICT), competitiveness, diversification and export capacity, to sustain a high level<br />

of growth and promote sustainable <strong>de</strong>velopment.<br />

UNCTAD should continue its work on investment, as well as technology and<br />

enterprise<br />

<strong>de</strong>velopment, and – through policy analysis, technical assistance and capacity and<br />

consensus building – assist <strong>de</strong>veloping countries in policy formation and<br />

implementation in this regard, taking into account <strong>de</strong>velopments in the international<br />

economic environment. UNCTAD should pay particular attention to the international<br />

dimension in or<strong>de</strong>r to i<strong>de</strong>ntify the opportunities for and obstacles to progress in<br />

economic <strong>de</strong>velopment. In this respect, UNCTAD should also i<strong>de</strong>ntify the most<br />

appropriate international response to maximize opportunities for economic<br />

<strong>de</strong>velopment, and ensure complementarity in the provision of technical assistance.<br />

UNCTAD should maintain its lead role in policy analysis on the impact of FDI on the<br />

<strong>de</strong>velopment of host countries, and especially ways and means to maximize its<br />

benefits and minimize its costs through appropriate host and home country policies. It<br />

should collect and analyse data andconduct policy-oriented research on investment<br />

issues related to <strong>de</strong>velopment, including the interaction of FDI and domestic<br />

investment, the interrelationship between ODA and FDI, the impact of FDI on<br />

industrialization and local entrepreneurship, the role of FDI in infrastructure<br />

<strong>de</strong>velopment and export capacity building, human resource <strong>de</strong>velopment, linkages<br />

between foreign and domestic firms, and best practices to encourage investment<br />

flows and benefit from them.<br />

UNCTAD’s analytical work should draw lessons from successful experiences with the<br />

transfer and diffusion of technology through FDI and other channels. It should also<br />

support efforts by <strong>de</strong>veloping countries, in particular LDCs, to respond to<br />

technological changes, i<strong>de</strong>ntify best practices in transfer of technology and assess<br />

the effectiveness of policies aimed at domestic innovative capability-building,<br />

including the role of intellectual property rights. UNCTAD should furthermore assist<br />

<strong>de</strong>veloping countries in i<strong>de</strong>ntifying ways and means to operationalize technology<br />

transfer clauses in international agreements, and in maximizing the potential benefits<br />

of those agreements.<br />

UNCTAD should support efforts of <strong>de</strong>veloping countries and economies in transition<br />

to<br />

attract and benefit more from FDI, including by helping them to formulate and<br />

implement investment policies and by assisting with relevant legislation and<br />

regulations in line with their <strong>de</strong>velopment strategies. Investment policy reviews and<br />
