<strong>de</strong>veloping countries and countries with economies in transition to face the<br />

challenges of globalization. In its work on globalization and <strong>de</strong>velopment strategies,<br />

UNCTAD should focus on inter<strong>de</strong>pen<strong>de</strong>nce and coherence:<br />

I<strong>de</strong>ntifying specific needs and measures arising from the inter<strong>de</strong>pen<strong>de</strong>nce between<br />

tra<strong>de</strong>, finance, investment, technology and macroeconomic policies from the point of<br />

view of its effect on <strong>de</strong>velopment; Contributing to a better un<strong>de</strong>rstanding of<br />

coherence between international economic rules, practices and processes, on the<br />

one hand, and national policies and <strong>de</strong>velopment strategies, on the other; Supporting<br />

<strong>de</strong>veloping countries in their efforts to formulate <strong>de</strong>velopment strategies adapted to<br />

the challenges of globalization.<br />

The work should help i<strong>de</strong>ntify policies at the international and national level that are<br />

favourable to <strong>de</strong>velopment. UNCTAD’s expertise should be used to explore how<br />

globalization can support <strong>de</strong>velopment, and how appropriate <strong>de</strong>velopment strategies<br />

should be formulated and implemented in support of a strategic integration of<br />

<strong>de</strong>veloping economies into the global economy.<br />

The work should also support greater un<strong>de</strong>rstanding of the mutuality of interest<br />

between <strong>de</strong>veloped and <strong>de</strong>veloping economies in sustained and sustainable<br />

<strong>de</strong>velopment.<br />

At the international level, UNCTAD’s work should contribute to increasing coherence<br />

in<br />

global economic policy-making, particularly in terms of the inter<strong>de</strong>pen<strong>de</strong>nce and<br />

consistency of international tra<strong>de</strong>, investment and financial policies and<br />

arrangements, with a view to helping <strong>de</strong>veloping countries to integrate successfully<br />

into the global economy and to reap greater benefits from globalization. It should<br />

continue to address problems of <strong>de</strong>veloping countries arising from international<br />

financial instability; the role of private and official flows in financing <strong>de</strong>velopment; the<br />

question of <strong>de</strong>bt sustainability; the impact of tra<strong>de</strong> and macroeconomic policies in the<br />

advanced industrial countries on <strong>de</strong>velopment prospects of the <strong>de</strong>veloping countries;<br />

and the impact of regional integration on <strong>de</strong>velopment.<br />

At the national level, areas to which UNCTAD should give special attention inclu<strong>de</strong>:<br />

the<br />

impact of growth-oriented macroeconomic and financial policies on tra<strong>de</strong> and<br />

<strong>de</strong>velopment; the creation of an enabling environment for the <strong>de</strong>velopment of the<br />

private sector; policies to enhance the productive capacity of <strong>de</strong>veloping countries<br />

and improve their ability to compete in the global economy; income distribution and<br />

poverty alleviation; strengthening <strong>de</strong>velopment-relevant domestic institutions; and<br />

continuing assistance in <strong>de</strong>bt management. In this context, lessons should be drawn<br />

from both successful experiences and failures.<br />

Recognizing the need for diversity in national policies, UNCTAD should i<strong>de</strong>ntify, from<br />

the point of view of tra<strong>de</strong> and <strong>de</strong>velopment and in light of the successful and less<br />

successful <strong>de</strong>velopment experiences of the past, the basic elements of sound<br />

macroeconomic policies that are conducive to an expansion of productive capacity<br />

and productivity, faster and sustained growth, employment creation and poverty<br />

alleviation. UNCTAD should also analyse the impact of international policies and<br />

processes on the scope for implementing national <strong>de</strong>velopment strategies.<br />
