concerns have been expressed about issues such as the amount of <strong>de</strong>bt that can be<br />

treated and the conditions for <strong>de</strong>bt relief. In this context, it is important to have<br />

continued flexibility with regard to eligibility criteria and to keep the computational<br />

procedures and assumptions un<strong>de</strong>rlying <strong>de</strong>bt sustainability analysis un<strong>de</strong>r review.<br />

Future reviews of <strong>de</strong>bt sustainability should bear in mind the impact of <strong>de</strong>bt relief on<br />

progress towards the achievement of the <strong>de</strong>velopment goals contained in the<br />

Millennium Declaration. Innovative mechanisms should be explored to<br />

comprehensively address <strong>de</strong>bt problems of <strong>de</strong>veloping countries, including<br />

middleincome countries, and countries with economies in transition, with a view to<br />

supporting their economic growth and <strong>de</strong>velopment. Debt relief measures should,<br />

where appropriate, be pursued vigorously and expeditiously in the context of<br />

economic reforms, including within the Paris and London Clubs and other relevant<br />

forums. Such measures should be supported by sound monetary, economic and<br />

fiscal policies in support of domestic investment, structural reforms and institution<br />

building. Developing country efforts to achieve and maintain <strong>de</strong>bt sustainability<br />

should be supported by international assistance in the area of <strong>de</strong>bt management<br />

and, where appropriate, by consi<strong>de</strong>ration of the provision of concessional finance<br />

and modification, including reduction, of aid conditionalities.<br />

With a view to supporting the economic growth and <strong>de</strong>velopment of low-income<br />

countries, resources should be provi<strong>de</strong>d on appropriate terms, including in respect of<br />

the <strong>de</strong>gree of concessionality and the level of grant financing.<br />

Consistent with the Monterrey Consensus, <strong>de</strong>veloped countries should assist<br />

<strong>de</strong>veloping countries in attaining international <strong>de</strong>velopment goals, including those<br />

contained in the Millennium Declaration, by providing a<strong>de</strong>quate technical and<br />

financial assistance and by making concrete efforts towards the targets for ODA of<br />

0.7 per cent of GNP to <strong>de</strong>veloping countries and 0.15 per cent to 0.2 per cent of GNP<br />

to least <strong>de</strong>veloped countries. This should be linked to efforts to improve the quality<br />

and effectiveness of aid, including through better coordination, closer integration with<br />

national <strong>de</strong>velopment strategies, greater predictability and stability, and genuine<br />

national ownership. Donors should be encouraged to take steps to ensure that<br />

resources provi<strong>de</strong>d for <strong>de</strong>bt relief do not <strong>de</strong>tract from ODA resources inten<strong>de</strong>d to be<br />

available for <strong>de</strong>veloping countries. Developing countries are encouraged to build on<br />

progress achieved in ensuring that ODA is used effectively to help achieve<br />

<strong>de</strong>velopment goals and targets. In addition, voluntary financial mechanisms<br />

supportive of efforts to achieve sustained growth, <strong>de</strong>velopment and poverty<br />

eradication should be explored.<br />

Good governance within each country and at the international level is essential for<br />

sustained growth and <strong>de</strong>velopment. Sound economic policies, solid <strong>de</strong>mocratic<br />

institutions responsive to the needs of people and improved infrastructure are the<br />

basis for sustained economic growth, poverty eradication and employment creation.<br />

Freedom, peace and security, domestic stability, respect for human rights, including<br />

the right to <strong>de</strong>velopment, the rule of law, gen<strong>de</strong>r equality, market-oriented policies,<br />

and an overall commitment to just and <strong>de</strong>mocratic societies are also essential and<br />

mutually reinforcing. Transparency in the financial, monetary and trading systems,<br />

and full and effective participation of <strong>de</strong>veloping countries in global <strong>de</strong>cision-making,<br />

are essential to good governance and to <strong>de</strong>velopment and poverty eradication.<br />

These basic factors need to be complemented by policies at all levels to promote<br />

investment, building of local capabilities, and successful integration of <strong>de</strong>veloping<br />
