movement of natural persons. UNCTAD should examine all issues related to<br />

liberalization of tra<strong>de</strong> in services, including Mo<strong>de</strong> 4, and apply the insights gained<br />

through its analytical work to help strengthen the domestic services capacity of<br />

<strong>de</strong>veloping countries. UNCTAD should continue its analytical work on GATS rules<br />

and domestic regulation. It should further assess modal linkages in services supply<br />

and in particular linkages with Mo<strong>de</strong> 1.<br />

100. UNCTAD should continue to monitor <strong>de</strong>velopments in commodity markets and<br />

assist <strong>de</strong>veloping countries, in particular those most <strong>de</strong>pen<strong>de</strong>nt on commodities, in<br />

formulating strategies and policies to respond to the challenges of commodity<br />

markets, including over-supply, and addressing links between international<br />

commodity tra<strong>de</strong> and national <strong>de</strong>velopment, particularly poverty reduction. It should<br />

analyse and promote exchange of information on commodity markets and<br />

experiences with factors, policy issues and responses influencing the<br />

competitiveness of the commodity sector so as to contribute to diversification, adding<br />

value, and more effective participation in the supply chain, including through<br />

assistance for institution building; analyse and support the <strong>de</strong>velopment of<br />

appropriate and effective mechanisms and capacity to respond to commodity price<br />

fluctuations and to mitigate earnings shortfalls, in particular by improving the capacity<br />

to apply mo<strong>de</strong>rn commodity price risk management and financial instruments; and<br />

follow up, as appropriate, on the recommendations addressed to UNCTAD in the<br />

report of the Meeting of Eminent Persons on Commodity Issues. UNCTAD should<br />

also continue work on agricultural, forestry and fishery products, metals and<br />

minerals, and oil and oil products. It should further help to build effective partnerships<br />

among relevant stakehol<strong>de</strong>rs aiming at viable solutions and sustainable approaches<br />

to commodity problems, including by fostering public-private cooperation in<br />

commodity chains with a view to ensuring, inter alia through market-based principles,<br />

a more equitable distribution of revenues and benefits along the supply chain and<br />

supporting diversification. It should inclu<strong>de</strong> a regional perspective in its work.<br />

UNCTAD and the Common Fund for Commodities should strengthen their<br />

cooperation.<br />

UNCTAD should un<strong>de</strong>rtake analysis, including at the regional level, of the<br />

<strong>de</strong>velopment<br />

dimension of intellectual property and tra<strong>de</strong>-related aspects of intellectual property<br />

rights (TRIPS), including improvements in the transfer of technology to <strong>de</strong>veloping<br />

countries, the <strong>de</strong>velopment dimensions and implications of the establishment and<br />

enforcement of intellectual property rights, as well as protection of traditional<br />

knowledge, genetic resources, and folklore and fair and equitable sharing, without<br />

prejudice to the work un<strong>de</strong>rtaken in other fora.<br />

UNCTAD should also un<strong>de</strong>rtake analysis on tra<strong>de</strong> and <strong>de</strong>velopment aspects of open<br />

and collaborative projects, including open source software, focusing on the<br />

<strong>de</strong>velopment dimension. Such work should pay particular attention to ICT sectors.<br />

UNCTAD should continue to provi<strong>de</strong> support to <strong>de</strong>veloping countries on issues at the<br />

interface between tra<strong>de</strong> and environment, such as market access, agriculture,<br />

traditional knowledge, transfer of environmentally sound technology, environmental<br />

goods and services, environmentally preferable products, and issues concerning<br />

eco-labelling and certification costs, and follow up on tra<strong>de</strong>-related issues contained<br />

in the Johannesburg Plan of Implementation. It should strengthen work on the<br />
