<strong>III</strong>. Effective Practices<br />

for a Planned, Balanced,<br />

and Comprehensive Approach<br />

to Management of Migration<br />

The following effective practices emanate largely from existing Declarations,<br />

Plans of Action, and instruments on migration at the regional and international<br />

level adopted by States around the world, in particular from the various<br />

regional consultative processes on migration, as well as from State practice.<br />

They reflect the diverse needs and concerns of States on migration and the<br />

breadth of elements to be considered in a comprehensive approach to migration<br />

management. They are offered as a flexible tool for the development of<br />

comprehensive national and international migration policies and practices,<br />

and can assist States by making use of the identified practices in accordance<br />

with their needs, priorities and capabilities. These effective practices are<br />

particularly designed to facilitate inter-state cooperation in the international<br />

management of migration.<br />

1. International Cooperation<br />

The migration life cycle is a process involving complex relationships between<br />

the migrant and various public and private stakeholders in the country of<br />

destination, transit and origin. Effective management of this process and the<br />

relationships involved requires cooperation among all interested stakeholders<br />

in migration, including States, international organizations, non-governmental<br />

organizations, the private sector, civil society, including local migrant associations,<br />

and the migrants themselves. It is only through such an effort that the<br />

international community will be able to fully and effectively address the challenges<br />

and opportunities of migration. Cooperation in the field of migration<br />

can take various forms, ranging from dialogue and sharing of information,<br />

experience and practices to cooperation in policy development and operational<br />

implementation. Cooperation at the international level will contribute<br />

to more effective national policy development, avoiding overlap and duplication<br />

and facilitating a more effective use of resources at national, regional<br />

and international levels.<br />
