Consideration of the close interrelationship between migration and<br />

development during the formulation of national development and<br />

regional integration policies with a view towards achieving sustained<br />

economic growth and sustainable development.<br />

Promotion of inter-departmental, national and international policy<br />

coherence and coordination, including between development policies<br />

and migration polices.<br />

Development of migration strategies taking into account possibilities<br />

for reducing poverty, improving living and working conditions, creating<br />

employment and developing training.<br />

Development of partnerships to promote the development potential of<br />

migration between and among States as well as other relevant stakeholders.<br />

b. Diaspora Support<br />

Diasporas can be an important resource for development, a fact which is<br />

being recognized by more and more countries of origin. In addition to their<br />

financial engagement, diasporas can help to foster innovation, learning<br />

processes, and civic participation in their countries of origin. But they can<br />

also play a significant role within the countries of destination, for example<br />

participating in formulating development agendas, in representing migrants’<br />

interests, or in facilitating contacts and relations with the country of origin.<br />

Increasingly, diasporas are pooling their resources to support home country<br />

development.<br />

Effective practices with regard to diaspora support:<br />

Fostering of consultative arrangements, partnerships and cooperation<br />

between States and diasporas.<br />

Engagement of diasporas in policy development on migration and<br />

development.<br />

Facilitation of diaspora support to community based initiatives, such as<br />

home town associations and migrant networks.<br />

Development and promotion of knowledge sharing networks among<br />

members of diasporas to the benefit of the country of origin.<br />

Establishing and maintaining channels of communication and information<br />

to encourage diasporas to continue participation in the home<br />

country, by, for example, providing websites advertising opportunities<br />

for consular services, voting and investment.<br />
