Effective practices with regard to the reintegration of migrants:<br />
Promotion and facilitation of reintegration of returning migrants<br />
including facilitating the use of their skills and resources.<br />
Promotion of full and equal participation of returning migrants in community<br />
life through such measures as providing equal access to public<br />
services.<br />
Development of tailored reintegration measures that take into account<br />
the particular situation and needs of the returning migrant as well as<br />
of the community to which he/she returns.<br />
Promotion of support for reintegration programmes by the country of<br />
destination, in appropriate cases, and other relevant stakeholders.<br />
Preparation of the local community in the country of origin to accept<br />
and facilitate the reintegration of returning migrants.<br />
12. Capacity Building<br />
For many States, migration is a new field of government administration. This<br />
is equally true for developing and developed countries, and even those States<br />
that have migration management structures are looking to adjust these to<br />
address new needs and priorities. As a consequence, States are continually<br />
striving to increase their capacity to effectively manage population movements;<br />
they recognize that it is in the interest of all States that each has the<br />
capacity to effectively manage migration. While the creation of national legislative<br />
and administrative structures is a national responsibility, international<br />
cooperation and capacity building have become increasingly necessary.<br />
Training of government officials on the full range of migration management<br />
issues is crucial to this effect.<br />
Effective practices with regard to capacity building:<br />
Reinforcement of the capacities of States to better manage migration<br />
in all of its varied aspects.<br />
Promotion of efforts at regional and international level to mobilize<br />
resources and to engage in mutual assistance and technical cooperation<br />
to contribute to better management of migration with the support<br />
of relevant stakeholders, including international organizations and<br />
non-governmental organizations.<br />
Development and implementation of capacity building programmes in<br />
migration management at the local, national and international level.<br />
