Effective practices with regard to entry and stay:<br />
Authorized entry needs to be facilitated and administrative procedures<br />
streamlined.<br />
All procedures governing entry and stay of non-nationals need to<br />
respect and protect the rights of the individuals involved.<br />
Regular exchange of information among Governments about national<br />
policies concerning entry and stay.<br />
a. Visa Requirements<br />
The criteria and process for granting visas are key aspects of national sovereignty<br />
and a means of regulating migration flows and combating irregular<br />
migration. As a pre-entry control mechanism, visa systems offer the opportunity<br />
for States to examine the admissibility of persons before arrival and to<br />
facilitate the entry of selected non-nationals prior to their arrival at the border<br />
and offer migrants transparency and predictability regarding their opportunities<br />
for entry and stay.<br />
Effective practices with regard to visa requirements:<br />
Implementation of effective procedures to manage and control the<br />
entry and stay of migrants and harmonization of entry policies more<br />
efficiently to combat irregular migration.<br />
Implementation of fair, transparent, expedient and user friendly visa<br />
procedures, including comprehensive and easily accessible information<br />
on visa procedures and requirements.<br />
Facilitation of delivery of multi-entry visas based on available technology<br />
and information sharing for tourists, family visits and other temporary<br />
purposes.<br />
Exchange of information and cooperation among, in particular, neighbouring<br />
countries on visa obligations and effective practices in visa<br />
procedures.<br />
Consideration of harmonization of visa regimes, particularly at the<br />
regional or sub-regional level.<br />
Implementation of visa procedures that specify pre-approval requirements<br />
for temporary entrants as well as the requirements for permanent<br />
residence.<br />
Provision of transparent and humane treatment of the person who<br />
requires a visa.<br />
Consideration of waiving visa requirements for particular countries<br />
