The Berne Initiative process was launched by the Government of Switzerland<br />

in 2001. In 2003, the Berne Initiative produced a study on international legal<br />

norms and migration as well as a compilation of significant international<br />

statements on migration. The International Agenda for Migration Management<br />

is the next major product of the Berne Initiative and is designed to assist government<br />

migration practitioners in developing effective measures for the management<br />

of migration. It offers a non-binding yet comprehensive reference<br />

system for dialogue, cooperation and capacity building at the national,<br />

regional and global level.<br />

The International Agenda for Migration Management represents views of<br />

States throughout the world. Its main elements – common understandings and<br />

effective practices – have been developed in a process of consultations among<br />

States from all regions, fully respecting their sovereignty in the field, and with<br />

other stakeholders in migration.<br />

IOM’s Migration Policy, Research and Communications Department (MPRC)<br />

serves as Secretariat for the Berne Initiative.
