Creation of migration information centres for migrants in countries of<br />

origin and destination to serve as a “central point” for information on<br />

all aspects of the migration process.<br />

Promotion of cooperation among governments and other stakeholders<br />

in migration regarding information in order to increase the transparency<br />

and acceptance of information both for the general public<br />

and potential migrants.<br />

Recognition of the need to engage the media to provide accurate and<br />

balanced information on migrants and migration, and to promote better<br />

informed public opinion.<br />

Promotion of information activities that draw attention to the linkages<br />

between migration and other policy areas such as development,<br />

health, security and that include both positive and negative aspects.<br />

19. Research and Data<br />

An essential prerequisite for a successful migration management system is<br />

statistical and documentary information that is timely, accurate, reliable, and<br />

accessible. Information and data are required by national and local governments,<br />

non-governmental agencies and institutions, the general public and<br />

migrants themselves. Exchange of information between governments is also<br />

needed to facilitate cooperation and coordination in the field of migration.<br />

There is, in particular a need for systems to ensure the efficient flow of information<br />

relating to migration matters between relevant government departments,<br />

and between central and local government institutions. An efficient<br />

and comprehensive information framework and system capable of responding<br />

flexibly to policy issues as they arise needs to be able to take advantage<br />

of all available and relevant sources, and to address the requirements of all<br />

migration stakeholders.<br />

a. Research<br />

Migration research may contribute strongly to policy development, for example,<br />

when a government is actively looking for policy solutions, commissions<br />

a piece of research and acts on some or all of its findings. Or, research<br />

may increase awareness about a particular policy issue and by influencing<br />

public attitudes may lead to policy changes. The challenge for all States,<br />

whether of origin, transit or destination, is to define their migration research<br />

needs and to find ways to develop their research capacities.<br />
