protection in order to help them to escape persecution or other serious<br />

human rights violations.<br />

b. Border Control<br />

Border control is an important means to regulate the movement of people in<br />

and out of territories, for reasons, among others, of economic stability, security,<br />

public order and health. The challenge for policy makers is to develop<br />

effective, efficient, fair and transparent border control procedures that are<br />

consistent with international human rights, refugee protection and humanitarian<br />

standards.<br />

Effective practices with regard to border control:<br />

Implementation of procedures that ensure fair and non-discriminatory<br />

entry and exit procedures, and which avoid, with regard to the admission<br />

of migrants, discrimination on the basis of race, religion, sex and<br />

disability.<br />

Establishment of appropriate structures and mechanisms for the control<br />

of borders ensuring well-functioning border crossing procedures,<br />

including pre-screening of arriving persons, pre-reporting by carriers<br />

of passengers who will be arriving, and use of modern technology<br />

such as biometrics.<br />

Exchange of information and cooperation among neighbouring States<br />

to increase the efficiency of border control procedures and consideration<br />

of the harmonization of border controls to avoid burden shifting.<br />

Identification and promotion of full compliance with international<br />

standards related to the issuance, information contained in, and<br />

security control of travel documents, incorporating safeguards against<br />

forgery.<br />

Training of border officials on relevant national and international law<br />

requirements.<br />

Strengthening of cooperation in border management in order to combat<br />

smuggling and trafficking.<br />

Provision of assistance to migrants stranded or in danger.<br />

c. Residence<br />

Every State determines which non-nationals can reside in its territory and<br />

under what conditions, subject to applicable international law requirements.<br />
