Effective practices with regard to the protection of data:<br />
Promotion of an exchange of information on the constraints of<br />
national laws and arrangements governing the protection of personal<br />
data.<br />
Collection and exchange of data in accordance with national data protection<br />
requirements, including the protection of human rights and<br />
fundamental freedoms.<br />
Promotion of respect for the integrity and rights of privacy of individuals<br />
when pooling or sharing data from various data sources in<br />
accordance with national legislation.<br />
Promotion of the implementation of data protection in national policy<br />
and legislation.<br />
20. Other Policy Linkages and Accompanying Measures<br />
Effective migration policies have to take into account that international migration<br />
is a complex phenomenon which is rooted in human history and behaviour<br />
and is closely associated with political, social and economic aspirations<br />
and human security factors of each State and region. States increasingly<br />
recognize that migration should be addressed in a balanced manner, considering<br />
its relationship to economic, social, demographic, political, developmental<br />
and environmental issues. Moreover, accompanying measures may be<br />
necessary in relevant adjoining policy fields, such as conflict resolution and<br />
conflict prevention.<br />
Effective practices with regard to other policy linkages and accompanying<br />
measures:<br />
Consideration of the links between migration and other policy issues,<br />
such as poverty and conflict, and the need for concerted action to mitigate<br />
these root causes of population displacement, while recognizing<br />
the limitations of migration fora and migration management mechanisms<br />
to resolve such other policy issues.<br />
Fostering of cooperation between migration management officials and<br />
officials of other policy domains at the national and international level<br />
to ensure mutual recognition and policy coherence.<br />
