Strengthen coordination among relevant ministries at national level as<br />

well as at the international level on data collection.<br />

Progressive development of compatible systems for collecting, processing<br />

and exchanging information through such measures as<br />

approximation and gradual harmonization of definitions and criteria<br />

for data collection.<br />

Promotion of technical assistance and capacity building activities for<br />

those countries requiring technical and financial assistance with<br />

regard to migration data collection and management.<br />

c. Exchange of Information and Data<br />

A more global approach to migration management includes an exchange of<br />

information on migratory flows, migration trends, national migration policy<br />

and legislation. The exchange of information and data between States contributes<br />

to a better mutual understanding of migration issues, in particular<br />

economic and social aspects of migration in different regions, such as the<br />

effects of labour migration and integration as well as causes and effects of trafficking<br />

and smuggling in human beings. States are more and more recognizing<br />

that concerted efforts are needed to enhance and improve the exchange<br />

of information and sharing of experiences on migration management among<br />

States.<br />

Effective practices with regard to the exchange of information and data:<br />

Promotion of bilateral and multilateral exchange of information, data<br />

and experience at policy and operational levels.<br />

Strengthening the exchange of information and data on migration<br />

legislation and procedures for analysis and review including, in particular,<br />

regulations governing the admission and stay of migrants,<br />

migrant experiences as well as policy and operational responses.<br />

Promotion of data and information sharing arrangements between<br />

States, including other relevant stakeholders where appropriate, taking<br />

due account of privacy and security concerns.<br />

d. Data Protection<br />

The increasing need for the exchange of data at all levels between States with<br />

a view to combat irregular migration has highlighted the issue of protection<br />

of personal data. The challenge facing policy makers is to ensure the protec-<br />
