In April of 1969 the Chief of ?:aval Operations issued an instruction
which brought into beinq the Fleet Ballistic Wissilc Weapons System
Training Pro.Jram. This Program was aimed at improving the effective-
ness and efficiency of training in the areas of the missile, missile
launcher, missile fire control and navigation on FBX submarines and
