LENIN2RESOLUTION ON THE TACTICS OF THE SOCIAL-DEMOCRATICGROUP IN THE THIRD STATE DUMAIn pursuance <strong>of</strong> the resolution <strong>of</strong> the London Congresson the State Duma and on non-proletarian parties, the All-Russian Conference <strong>of</strong> the R.S.D.L.P. deems it necessary,in elaboration <strong>of</strong> these resolutions, <strong>to</strong> state the following:(1) In the Third Duma, which is the outcome <strong>of</strong> the coupd’état <strong>of</strong> June 3, there are two possible majorities: that<strong>of</strong> the Black-Hundreds-Oc<strong>to</strong>brists and that <strong>of</strong> the Oc<strong>to</strong>brists-Cadets. The first, expressing chiefly the interests <strong>of</strong> thesemi-feudal landlords, is counter-revolutionary and standsmainly for protecting landlord interests and increased repressiongoing <strong>to</strong> the length <strong>of</strong> striving for complete res<strong>to</strong>ration<strong>of</strong> the au<strong>to</strong>cracy. The second majority, expressingchiefly the interests <strong>of</strong> the big bourgeoisie, is likewisedefinitely counter-revolutionary, but inclined <strong>to</strong> cover up itsstruggle against the revolution with certain illusory bureaucraticreforms;(2) such a situation in the Duma is extremely favourable<strong>to</strong> a double political game being played by both the governmentand the Cadets. The government, while intensifyingrepression and continuing its “conquest” <strong>of</strong> Russiaby military force, seeks <strong>to</strong> pose as a supporter <strong>of</strong> constitutionalreforms. The Cadets, while actually voting with thecounter-revolutionary Oc<strong>to</strong>brists, seek <strong>to</strong> pose not only asan opposition, but as spokesmen <strong>of</strong> democracy. Under theseconditions the Social-Democrats have a particular responsibilityfor ruthlessly exposing this game, laying barebefore the people both the oppression <strong>of</strong> the Black-Hundredlandlords and the government and the counter-revolutionary
