60THE THIRD CONFERENCE OF THE R.S.D.L.P.(“SECOND ALL-RUSSIAN”) 321DRAFT RESOLUTION ON PARTICIPATIONIN THE ELECTIONS TO THE THIRD DUMAWhereas,(1) active boycott, as the experience <strong>of</strong> the Russianrevolution has shown, is correct tactics on the part <strong>of</strong> theSocial-Democrats only under conditions <strong>of</strong> a sweeping,universal, and rapid upswing <strong>of</strong> the revolution, developingin<strong>to</strong> an armed uprising, and only in connection with theideological aims <strong>of</strong> the struggle against constitutionalillusions arising from the convocation <strong>of</strong> the first representativeassembly by the old regime;(2) in the absence <strong>of</strong> these conditions correct tacticson the part <strong>of</strong> the revolutionary Social-Democrats callsfor participation in the elections, as was the case with theSecond Duma, even if all the conditions <strong>of</strong> a revolutionaryperiod are present;(3) the Social-Democrats, who have always pointed outthe essentially Oc<strong>to</strong>brist nature <strong>of</strong> the. Cadet Party andthe impermanence <strong>of</strong> the Cadet elec<strong>to</strong>ral law (11-XII-1905) under the au<strong>to</strong>cracy, have no reasons whatever forchanging their tactics because this law has been replacedby an Oc<strong>to</strong>brist elec<strong>to</strong>ral law;(4) the strike movement which is now developing in thecentral industrial region <strong>of</strong> Russia, while being a mostimportant guarantee <strong>of</strong> a possible revolutionary upswingin the near future, at the same time calls for sustainedefforts <strong>to</strong>wards converting the movement, which so far isonly a trade-union one, in<strong>to</strong> a political and directly revolutionarymovement linked with an armed uprising,the Conference resolves:
