THE THIRD CONFERENCE OF THE R.S.D.L.P.61(a) <strong>to</strong> take part in the elections <strong>to</strong> the Third Duma <strong>to</strong>o;(b) <strong>to</strong> explain <strong>to</strong> the masses the connection <strong>of</strong> the coupd’état <strong>of</strong> 3-VI-1907 with the defeat <strong>of</strong> the December uprising<strong>of</strong> 1905, as well as with the betrayals by the liberalbourgeoisie, while at the same time showing the inadequacy<strong>of</strong> trade-union struggle alone and striving <strong>to</strong> convertthe trade-union strike movement in<strong>to</strong> a political anddirect revolutionary struggle <strong>of</strong> the masses for the overthrow<strong>of</strong> the tsarist government by means <strong>of</strong> an uprising;(c) <strong>to</strong> explain <strong>to</strong> the masses that the boycott <strong>of</strong> the Dumais not by itself capable <strong>of</strong> raising the working-class movementand the revolutionary struggle <strong>to</strong> a higher level, andthat the tactics <strong>of</strong> boycott could be appropriate only providedour efforts <strong>to</strong> convert the trade-union upswing in<strong>to</strong> arevolutionary assault were successful.2OUTLINE OF A DRAFT RESOLUTIONON THE ALL-RUSSIAN CONGRESSOF TRADE UNIONSThe Conference considers it the duty <strong>of</strong> all members<strong>of</strong> the Party energetically <strong>to</strong> carry out the London Congressresolution on the trade unions, all local conditions beingtaken in<strong>to</strong> consideration when effecting organisationalcontacts between the trade unions and the Social-DemocraticParty or when the latter’s leadership is accepted by theformer, and always, under all conditions, paying primaryattention that the Social-Democrats in the trade unionsshould not confine themselves <strong>to</strong> passive accommodation<strong>to</strong> a “neutral” platform—a favourite practice <strong>of</strong> all shades<strong>of</strong> bourgeois-democratic trends (Cadets, non-party Progressists,33 Socialist-Revolutionaries, etc.,)—but shouldsteadfastly uphold the Social-Democratic views in their entiretyand should steadfastly promote acceptance by thetrade unions <strong>of</strong> the Social-Democrats’ ideological leadershipand the establishment <strong>of</strong> permanent and effective organisationalcontacts with the trade unions.Written in July 1907First published in 1933,in <strong>Lenin</strong> Miscellany XXVPublished according<strong>to</strong> the manuscript
