The Bolshevik delegatesincluded F. A. Artyom (Sergeyev), M. F. Frunze, M. I. Kalinin,V. I. <strong>Lenin</strong>, S. G. Shaumyan, and V. V. Vorovsky. The Congressdiscussed the agrarian question, the current situation and theclass tasks <strong>of</strong> the proletariat, the attitude <strong>to</strong>wards the Duma, andorganisational questions. There was a sharp struggle between theBolsheviks and the Mensheviks on all issues. <strong>Lenin</strong> deliveredreports and made speeches at the Congress on the agrarianquestion, on the current situation, on the tactics <strong>to</strong> be assumed inregard <strong>to</strong> the elections <strong>to</strong> the Duma on the armed uprising, andother questions.The Mensheviks’ numerical preponderance at the Congress,though slight, determined the character <strong>of</strong> the Congress decisions.On a number <strong>of</strong> questions the Congress adopted Menshevikresolutions the agrarian programme, the attitude <strong>to</strong>wards theDuma, etc.). The Congress adopted <strong>Lenin</strong>’s formulation <strong>of</strong>Paragraph One <strong>of</strong> the Party Rules. The Congress admitted in<strong>to</strong> theR.S.D.L.P. the non-Russian Social-Democratic organisations: theSocial-Democratic Party <strong>of</strong> Poland and Lithuania, and the LettishSocial-Democratic Labour Party and adopted a draft laying downthe conditions on which the Bund could join the R.S.D.L.P.The Central Committee elected at the Congress consisted <strong>of</strong>three Bolsheviks and seven Mensheviks. Only Mensheviks wereelected <strong>to</strong> the Edi<strong>to</strong>rial Board <strong>of</strong> the Central Organ.
