The Amsterdam Congresssucceeded in uniting the French socialists, and its resolutionagainst ministerialism 46 really expressed the will ofthe class-conscious proletariat of the whole world and determinedthe policy of the working-class parties.The Stuttgart Congress made a big stride forward inthe same direction, and on a number of important issuesproved to be the supreme body determining the politicalline of socialism. The Stuttgart Congress, more firmly eventhan the Amsterdam Congress, laid this line down in thespirit of revolutionary Social-Democracy as opposed to opportunism.Die Gleichheit, the organ of the German Social-Democratic women workers, edited by Clara Zetkin, justlyobserved in this connection:“On all questions the various deviations of certain socialistparties towards opportunism were corrected in arevolutionary sense with the co-operation of the socialistsof all countries.”The remarkable and sad feature in this connection wasthat German Social-Democracy, which hitherto had alwaysupheld the revolutionary standpoint in Marxism, provedto be unstable, or took an opportunist stand. The StuttgartCongress confirmed a profound observation which Engelsonce made concerning the German labour movement. OnApril 29, 1886, Engels wrote to Sorge, a veteran of theFirst International:“In general it is a good thing that the leadership of theGermans is being challenged, especially after they haveelected so many philistine elements (which is unavoidable,it is true). In Germany everything becomes philistine incalm times; the sting of French competition is thus absolutelynecessary. And it will not be lacking.” 47The sting of French competition was not lacking atStuttgart, and this sting proved to be really necessary,for the Germans displayed a good deal of philistinism. Itis especially important for the Russian Social-Democratsto bear this in mind, for our liberals (and not only theliberals) are trying their hardest to represent the least creditablefeatures of German Social-Democracy as a modelworthy of imitation.
