RFP MED-12-001 | Technical Proposal<strong>Iowa</strong> <strong>Medicaid</strong> <strong>Enterprise</strong> System Service Procurement | MMIS and Core MMIS Operations8.3.1 Analysis and Design ActivitiesTeam Noridian's analysis and design methodology provides transparency, visibility and collaborationusing a proven iVision360 development methodology that is unique to <strong>Medicaid</strong> system analysis, designand development. iVision360 keeps the customer at the center and provides early system visibilityavoiding paper or conceptual aspects to analysis, design and development.RFP Section 6.3.1, Requirements a through f,and a and bTeam Noridian recognizes that analysis anddesign is not only the key to establishing acommon understanding and agreement with theDepartment on all critical components of theimplementation, but also forms a solidfoundation for efficient development and testing.The analysis and design in the iVision360methodology includes incremental delivery ofrequirements and design documentationproviding a more efficient review of deliverablesby the Department. This involves a highlycollaborative process using the eCAMS-basedMMIS solution as the centerpiece throughoutrequirements validation and design, resulting inan approved baseline for requirements and designprior to the commencement of development and testing. In this section, we will describe our methodologyincluding the responsibilities of both the Department and of Team Noridian, as well as deliverables, andmilestones to accomplish the objectives of the analysis and design:• Gaining an understanding of the Department and <strong>Iowa</strong> <strong>Medicaid</strong> <strong>Enterprise</strong> Program environment,policies, and business requirements through JAD sessions• Approach to presenting live demonstrations and system documentation during JAD sessions• Approach to validating and refining the system requirements through collaborative sessions• Approach to establishing the approved Requirements Specification Documents (RSD), Architectureand Requirements document and Detailed Systems Design (DSD).Analysis and design begins with requirements validation and concludes with the completion of thedetailed system design. The work completed under the analysis and design is broken down with referenceto the Department’s business areas and sub-areas to allow the Department and Team Noridian to plan andexecute efficiently by focusing resources on their area of expertise. This approach provides forincremental delivery of the RSD and DSD documentation by business area and sub-area.The analysis and design activities for the new MMIS project, presented in Figure 8-30, are performedwith the support of and monitored by Team Noridian's Project Management Office (PMO). Figure 8-30also provides the PMO activities, tools, and techniques implemented to manage and control the analysisand design activities and deliverables. The key objectives of the PMO during the analysis and design areto ensure that task activities and deliverables are accomplished within the planned budget and schedule,and to focus on the mitigation of “integration-related” risks and issues that may arise across businessareas. Figure 8-30 defines the entry and exit criteria for the analysis and design; and it also includes theproject and quality management activities, tools, and techniques.8 | 52
