Well before transition to theoperations phase, the change managementorganization, staffing, roles and responsibilities,processes, forms, reports, and tools will bereviewed and updated as required toaccommodate operations and maintenance. Theplan will then be reviewed and updated, ifrequired, after each majormaintenance/enhancement release.Change Management consists of the tools,people, and process for planning andcoordinating the implementation of all projectchanges in a logical and orderly fashion.Change management covers the entire projectlife cycle from inception to retirement. Thebasis objectives of change management are:• To minimize the adverse impact of anynecessary changes of the requirements anddesign on the project duringImplementation and any changes on systemintegrity, security, and service to the projectduring Operations,• To allow the coordination of plannedchanges in order to provide a stableproduction environment.• To maximize the productivity of the peopleinvolved in the planning, coordinating, andimplementing of “quality” changes.The key to maintaining control of changesthroughout the project life cycle is to createand maintain a viable change control plan, andto have the discipline to follow the process.This will result in a better, more stable andcapable system; with reduced time and costneeded to manage and implement neededchanges to the system.Figure 8-22 provides the outline for the ChangeManagement Plan we have used for previousengagements. This and all deliverable formatsare subject to Department Review and Approval.8.2.7.7.10 State ResponsibilitiesRFP Section 6.2.3.7.10, Requirement aFigure 8-22. Change Management PlanOutline. Team Noridian's change managementprocesses have been successful conducted onmultiple MMIS and other health informationtechnology projects.Team Noridian will provide project management plans within 45 days of award for Department review.Team Noridian anticipates a 10 day review cycle for plans.8 | 35
