Team Noridian will update these procedures to allow users totake maximum advantage of enhanced functionality in eCAMS.The operational procedures and user manual documents are cooperative documents and should be utilizedin tandem. The user manual documents provide the system users instructions needed to use eCAMS. Theoperational procedure documents provide the job steps needed by functional users in each businessprocess area to operate the new business processes.7.6.1 Operational Procedures MaintenanceRFP Section 5.6, Requirements a through eTeam Noridian will deliver an operational procedure for each of the Core MMIS operations businessprocess areas impacted by eCAMS. These procedures will address how the business area can obtainmaximum benefit from the new system. Team Noridian recognizes that the other IME contractorsmaintain their own operational procedures. For those areas, Team Noridian understands that the othercontractors will most likely use the new MMIS user documentation to update their own businessoperational procedures. We will be available to assist with this process as requested in order to ensureclarification and understand of eCAMS functionality.As part of our eCAMS implementation, Team Noridian will update all Core MMIS operationalprocedures to address changes in business processes due to new system functionalities. As the currentCore MMIS operations contractor, Noridian is aware of the Department's prescribed format and will workwith the Department during the start-up and implementation phase to review those formats and finalizeany required changes.To help manage the creation and updates of operational procedures, Noridian worked with theDepartment in 2010 to build an OnBase workflow to track and manage operational procedures for theIME. Noridian and the other IME contractors currently use this workflow for updating all theiroperational procedures. The users are able torequest the current operational procedure forupdating and then the operational procedure isavailable in a workflow in Microsoft Wordformat. During the operations phase, TeamNoridian will continue to use this workflowand will work with the Department toleverage the automated capabilities ofeCAMS and our Project Portal to enhance theprocess where possible.The operational procedure workflow requiresthat users adhere to the Department-definedformat and receive approval from theappropriate Department staff member before anupdate or new procedure can be created. Asshown in Figure 7-6, Noridian added anadditional requirement for the Core MMIS unit,which requires each Noridian area to reviewoperational procedures every six months. Addingthis additional layer of review ensures that ourdocumentation is always up-to-date.Figure 7-6. The e-forms, shown in Figure 7-7, specifywhat is being changed or the reason for the new procedure and are housed within OnBase for review.Figure 7-7. Operational Procedure E-Form. The operational procedure change e-form providesinformation on the change needed and allows the Department and other users to review all requestsrelated to a specific operational procedure.As part of our enhancements to the current operational procedures update process, Team Noridian willimplement the use of the Project Portal as our online electronic repository for these operationalprocedures and all other documentation. While the current processes will be used to route and update theoperational procedures, the final products will be housed on the Project Portal with all other MMISrelatedwork products. This provides a one-stop central area where a stakeholder can access allinformation related to eCAMS.7 | 35
