Early drafts ofthe deliverables will be provided to the Department in order to expedite the review process.At the end of transition, Team Noridian will deliver a go final implementation report and animplementation certification letter to the Department for the Department to review and approve the resultsof transition activities and certify the MMIS is ready for production.8.4.1.2 Contractor ResponsibilitiesRFP Section 6.4.1.2In the following subsections, Team Noridianresponds to the specific contractorresponsibilities requirements as outlined in thisRFP section. We have organized the section togroup like requirements together and facilitatethe flow of the narrative. In many cases,detailed responses to requirements wereprovided in other sections of the proposal. Inthose cases, rather than repeat whole sections,we have highlighted or summarized theinformation and provided a reference to theapplicable section.8.4.1.2.1 Transition to Operations PlanRFP Section 6.4.1.2, Requirement aTeam Noridian will develop the Transition toOperations Plan during the start-up andimplementation phase of the project. Theplanning for transition happens in parallel withdevelopment activities, as the developmentteam creates the scripts and implementationchecklists for each development iteration.As discussed previously in Section 8.4.1Activities, this plan provides the framework ofTeam Noridian’s approach for the productionreleases. Among other items, the plan describesinformation on methods, processes, equipment,staffing roles and responsibilities, deliverables,and success criteria that are necessary for theMMIS implementation. The Transition toOperations Plan includes tasks to be performedby the Department, IME contractors, andTeam Noridian.An example of the table of contents of ourTransition to Operations plan from theWashington MMIS project is shown in Figure8-101. The format of the plan to be used for theCore MMIS project will be developed based onthe Department’s requirements and subject to theDepartment’s approval.Figure 8-101. Table of Contents.
