RFP MED-12-001 | Technical Proposal<strong>Iowa</strong> <strong>Medicaid</strong> <strong>Enterprise</strong> System Service Procurement | MMIS and Core MMIS Operationsassurance and criteria to monitor that all operational teams are ready to begin their business activitiesusing the new MMIS.Team Noridian will confirm that each component of the system and all IME units are ready and willobtain all necessary Department written approvals. Except for functions associated with the EarlyProvider release, all business operations including ancillary operations such as mailroom will begin on theday of the full MMIS release. Team Noridian will deliver an implementation certification letter to theDepartment which will certify that all systems, processes, and personnel are ready. Once approved, wewill commence operations.8.4.1.3 Correction and Adjustment ActivitiesRFP Section 6.4.1.3Whenever the switch is turned on for a new system, the system must be monitored closely to ensure thatall processes and functionality supported by the system is working as expected. It may take a few days toa few months to ensure the complete system and interfaces are working as intended and the systemperformance is adequate for the business needs. This period is typically referred to as stabilization.During stabilization, Team Noridian will monitor the system closely from all aspects (web functionality,adjudication and payment cycles, interfaces, reports, and web services) to ensure that the system meets orexceeds all expectations. Team Noridian will be fully prepared to make corrections and adjustments asidentified to ensure that the system is making payments to providers in an accurate and timely manner.Team Noridian will be responsible for tracking any deficiencies identified and ensuring that they arecorrected efficiently. Team Noridian proposes daily meetings with the Department, the IME contractors,and other stakeholders as appropriate (twice a day early morning and late afternoon) to assess the systemperformance. At the morning meeting, system performance metrics from the previous day will bediscussed and any deficiencies that must be addressed with a high priority will be highlighted. At theafternoon meeting, Team Noridian will walk through the plan of action to address the deficiencies and toreceive final approval to execute the plan. Team Noridian will inform the Department about any issueswithin an hour of identifying the issue.All system issues and changes will be tracked using established processes and tools. Team Noridian willprovide a daily tracking report to the Department that shows all issues, plan of action, and due dates.8.4.1.4 Execution of Contingency PlansRFP Section 6.4.1.4This Contingency Plan in Figure 8-102 is from CNSI’s Washington MMIS project. The examplepresented is an excerpt from an appendix to the Washington MMIS Transition to Operations Plan, whichaddressed operational contingencies. The plan identifies contingencies that might occur, how wemonitored to ensure the system was operating correctly, and the actions to take if the contingencyoccurred. This plan is applicable to <strong>Iowa</strong> as it shows how Team Noridian will collaborate with theDepartment from both a technical and business perspective to identify contingencies before the systemgoes live so that we are prepared to address them should they occur after go live.8 | 188
