The <strong>Grand</strong> Sire also desires to know if <strong>the</strong> anti-smoke law is<br />

being violated in your <strong>Lodge</strong>, or if <strong>the</strong> Noble <strong>Grand</strong> <strong>of</strong> your <strong>Lodge</strong> is<br />

in <strong>the</strong> habit <strong>of</strong> declaring a "recess" in order that <strong>the</strong> Bro<strong>the</strong>rs may<br />

indulge in a smoke, or if <strong>the</strong> Bro<strong>the</strong>rs smoke in <strong>the</strong> <strong>Lodge</strong> hall while<br />

<strong>Lodge</strong> is in session.<br />

The <strong>Grand</strong> Sire announces <strong>the</strong> rule to be as follows;:<br />

"The 'anti-smoking law' was not intended to prohibit Bro<strong>the</strong>rs<br />

from smoking in any side room, social room or even ante-room, but<br />

no smoking should be allowed in <strong>the</strong> <strong>Lodge</strong> room where <strong>the</strong> sessions<br />

are held from <strong>the</strong> time it is opened until it is finally closed."<br />

If any Bro<strong>the</strong>r <strong>of</strong> <strong>the</strong> fraternity has any complaint to make on<br />

account <strong>of</strong> <strong>the</strong> violation <strong>of</strong> <strong>the</strong> law in regard to <strong>the</strong> use <strong>of</strong> liquors or<br />

smoking in <strong>the</strong> <strong>Lodge</strong> room while <strong>the</strong> <strong>Lodge</strong> is in session, I desire<br />

that he report <strong>the</strong> same to <strong>the</strong> <strong>Grand</strong> Master at once, ei<strong>the</strong>r under<br />

seal <strong>of</strong> <strong>the</strong> <strong>Lodge</strong> or above his individual signature.<br />

The jurisdiction <strong>of</strong> <strong>Illinois</strong> in our great fraternity stands for <strong>the</strong><br />

enforcement <strong>of</strong> <strong>the</strong> law in every respect and does not tolerate evasions<br />

or violations <strong>the</strong>re<strong>of</strong>.<br />

I desire to hear from any and every Bro<strong>the</strong>r who has a complaint<br />

to make in this respect.<br />

SALOON KEEPERS MEMBERS OF THE ORDER.<br />

The correspondence came to my <strong>of</strong>fice from result <strong>of</strong> <strong>the</strong> foregoing<br />

correspondence developed <strong>the</strong> necessity <strong>of</strong> appointing special<br />

deputies in <strong>the</strong> city <strong>of</strong> Chicago to investigate <strong>the</strong> matter and report<br />

upon <strong>the</strong> question <strong>of</strong> saloon keepers and bar tenders being members<br />

<strong>of</strong> our Order in Chicago.<br />

The <strong>Grand</strong> Master appointed a sufficient amount <strong>of</strong> Deputies to<br />

cover <strong>the</strong> situation. They made separate reports to <strong>the</strong> <strong>Grand</strong> Master.<br />

Their first report was <strong>the</strong> occasion <strong>of</strong> my first visit to Chicago, October<br />

4th and 6th. The result <strong>of</strong> this visit was not satisfactory and I<br />

appointed ano<strong>the</strong>r meeting one week later and had my deputies notify<br />

<strong>the</strong> <strong>Lodge</strong>s complained against <strong>of</strong> this meeting and asked that <strong>the</strong><br />

<strong>Lodge</strong> be represented at <strong>the</strong> meeting. The situation was gone over<br />

thoroughly and based upon <strong>the</strong> reports <strong>of</strong> my special deputies, <strong>the</strong><br />

resignation <strong>of</strong> membership was required <strong>of</strong> those Bro<strong>the</strong>rs about whom<br />

<strong>the</strong>re was no doubt.<br />

The <strong>Lodge</strong>s seemed to be satisfied to require <strong>the</strong>se Bro<strong>the</strong>rs to<br />

resign and I feel, that so far as <strong>the</strong> positive information is concerned,<br />

that we obtained <strong>the</strong> resignation <strong>of</strong> those members, who would be
