beneficial; that <strong>the</strong> degrees might be conferred at a minimum cost <strong>of</strong><br />

$1.00 each, and <strong>the</strong> annual dues to be fixed at $1.00.<br />

Question 1.—Under this legislation can a Subordinate Encampment<br />

be instituted which would have both clauses <strong>of</strong> membership, viz.: beneficial<br />

and non-beneficial, or must <strong>the</strong> entire membership be ei<strong>the</strong>r one<br />

class or <strong>the</strong> o<strong>the</strong>r?<br />

Answer.—Yes.<br />

Question 2.—What is <strong>the</strong> proper mode <strong>of</strong> procedure in this case?<br />

Should <strong>the</strong> members be required to pay an additional fee?<br />

Answer.—That would depend upon local legislation.<br />

Dec. 39. Statement.—Section 1, Art. XIV, <strong>of</strong> our <strong>Grand</strong> Encampment<br />

Constitution reads: "The revenue <strong>of</strong> this <strong>Grand</strong> Encampment<br />

shall be raised for <strong>the</strong> purpose <strong>of</strong> defraying <strong>the</strong> necessary expenses<br />

<strong>the</strong>re<strong>of</strong>."<br />

Section 1, <strong>of</strong> Art. II, <strong>of</strong> <strong>the</strong> Constitution reads: "It is invested<br />

with power * * * to do all o<strong>the</strong>r acts promotive <strong>of</strong> <strong>the</strong> interest<br />

<strong>of</strong> <strong>the</strong> Patriarchal branch <strong>of</strong> <strong>the</strong> Order in this jurisdiction, not inconsistent<br />

with <strong>the</strong> Constitution and laws <strong>of</strong> <strong>the</strong> <strong>Grand</strong> Encampment and<br />

<strong>of</strong> <strong>the</strong> Sovereign <strong>Grand</strong> <strong>Lodge</strong> <strong>of</strong> <strong>the</strong> Independent Order <strong>of</strong> Odd<br />

Fellows."<br />

Question.—Can <strong>the</strong> <strong>Grand</strong> Encampment (it having ample funds)<br />

appropriate $300.00 to be used by a committee in preparing entertainment<br />

and parade features, as an inducement to <strong>the</strong> Patriarchs Militant<br />

to attend and participate in <strong>the</strong> public functions incident to <strong>the</strong> meeting<br />

<strong>of</strong> <strong>the</strong> <strong>Grand</strong> Encampment?<br />

Answer.—Yes, under <strong>the</strong> above provisions. The right <strong>of</strong> <strong>Grand</strong><br />

<strong>Lodge</strong>s and <strong>Grand</strong> Encampments to expend <strong>the</strong>ir funds for such purposes<br />

is dependent upon and must be determined by <strong>the</strong> provisions<br />

<strong>of</strong> <strong>the</strong> Constitution and laws <strong>of</strong> <strong>the</strong> respective <strong>Grand</strong> Bodies on <strong>the</strong><br />

subject <strong>of</strong> revenues and disbursements. In respect to <strong>the</strong> expenditure<br />

<strong>of</strong> <strong>the</strong> funds <strong>of</strong> Subordinate <strong>Lodge</strong>s and Encampments an entirely<br />

different question arises for obvious reasons. 1896 Journal, 15,007,-<br />

15.008 and 15,071.<br />

Dec. 40. Statement.—A member <strong>of</strong> an Encampment was dropped<br />

for non-payment <strong>of</strong> dues. While out <strong>of</strong> standing he became totally<br />

blind and now wishes to be reinstated as a non-beneficial member.<br />

Question.—Can he be reinstated in any manner?<br />

Answer.—Yes.<br />

Patriarchs Militant Decisions.<br />

Dec. 41. Question.—Has a Chevalier <strong>the</strong> right to wear his headgear<br />

as a part <strong>of</strong> his uniform at <strong>the</strong> <strong>Grand</strong> Encampment session?
