Sec. ?>. Bills Shall Contain but One Subject.—No bill shall contain<br />

more than one subject, which shall be clearly expressed in its title.<br />

Sec. 4. Bills Originate How.— Bills shall be proposed at a regular<br />

communication <strong>of</strong> <strong>the</strong> Sovereign <strong>Lodge</strong> and shall be required to lie<br />

over at least one day, and shall be acted upon at <strong>the</strong> same session.<br />

See. 5. Yea and Nay Vote.—No bill shall become a law unless<br />

upon its passage <strong>the</strong> vote be taken by yeas and nays, <strong>the</strong> names <strong>of</strong> <strong>the</strong><br />

<strong>Grand</strong> Representatives voting for and against <strong>the</strong> same to be entered<br />

on <strong>the</strong> journal and a majority <strong>of</strong> two-thirds <strong>of</strong> <strong>the</strong> <strong>Grand</strong> Representa-<br />

tives to be recorded <strong>the</strong>reon as voting in its favor.<br />

Sec. G. Laws Amended, How.—No existing law shall be amended<br />

by providing that designated words <strong>the</strong>re<strong>of</strong> be inserted, or that designated<br />

words <strong>the</strong>re<strong>of</strong> be stricken out and o<strong>the</strong>rs inserted in lieu <strong>the</strong>re-<br />

<strong>of</strong>; but <strong>the</strong> words to be stricken out, or <strong>the</strong> words to be inserted, or<br />

<strong>the</strong> words to be stricken out and those inserted in lieu <strong>the</strong>re<strong>of</strong>, toge<strong>the</strong>r<br />

with <strong>the</strong> section amended, shall be set forth in full as amended.<br />

Sec. 7. Laws Take Effect. When.—All laws passed by <strong>the</strong><br />

Sovereign <strong>Lodge</strong> shall become effective on <strong>the</strong> first day <strong>of</strong> January<br />

next succeeding <strong>the</strong>ir enactment, unless in case <strong>of</strong> an emergency<br />

(which emergency shall be expressed in <strong>the</strong> preamble or in <strong>the</strong> body<br />

<strong>of</strong> <strong>the</strong> act) <strong>the</strong> Sovereign <strong>Lodge</strong> shall, by vote <strong>of</strong> two-thirds <strong>of</strong> all <strong>the</strong><br />

<strong>Grand</strong> Representatives, o<strong>the</strong>rwise direct; said vote to be taken by yeas<br />

and nays and entered upon <strong>the</strong> journal.<br />

ARTICLE XVI.<br />

Supreme Law. .<br />

Section 1. Constitution and Laws Supreme).—This Constitution,<br />

and <strong>the</strong> laws which shall be made in pursuance <strong>the</strong>re<strong>of</strong>, shall be <strong>the</strong><br />

supreme law <strong>of</strong> <strong>the</strong> Order and be binding upon all branches and departments<br />

<strong>of</strong> <strong>the</strong> Order.<br />

ARTICLE XVII.<br />

How Amended.<br />

Section 1. Constitution, How Amended.—This Constitution shall<br />

not. be altered or amended except by a proposition <strong>the</strong>refor made in<br />

writing at a regular annual communication by one or more Repre-<br />

sentatives from three different <strong>Grand</strong> Bodies which shall be entered<br />

on <strong>the</strong> journal and lie over until <strong>the</strong> next regular annual communi-<br />

cation. At <strong>the</strong> next regular annual communication, after being <strong>of</strong>fered,<br />

such proposed alteration or amendment may be considered, and if<br />

agreed to by a vote <strong>of</strong> three-fourths <strong>of</strong> <strong>the</strong> members present, on a call<br />

<strong>of</strong> <strong>the</strong> yeas and nays, such proposed alteration or amendment shall
