Under <strong>the</strong> section sought to be amended <strong>Grand</strong> <strong>Lodge</strong> Officers are<br />

elected in <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong>, and under Sec. 1 <strong>of</strong> Art. Ill, <strong>the</strong> <strong>Grand</strong><br />

<strong>Lodge</strong> is composed <strong>of</strong> "one representative (who must be a Past <strong>Grand</strong><br />

in good standing) from each <strong>of</strong> <strong>the</strong> <strong>Lodge</strong>s <strong>of</strong> this State, and all o<strong>the</strong>r<br />

Past <strong>Grand</strong>s in good standing <strong>of</strong> <strong>Lodge</strong>s <strong>of</strong> this jurisdiction."<br />

The right <strong>of</strong> Past <strong>Grand</strong>s to vote for <strong>Grand</strong> Officers is a vested<br />

right and <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong> <strong>of</strong> <strong>Illinois</strong> cannot deprive <strong>the</strong>m <strong>of</strong> it. See<br />

Busbee's Digest, 707, 739, 1531, 1532 and 1537.<br />

For <strong>the</strong> foregoing reason I return said amendment without my<br />

approval.<br />

Your Committee on Constitutions, to whom was referred an»<br />

amendment to <strong>the</strong> Constitution <strong>of</strong> <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong> <strong>of</strong> <strong>Illinois</strong>, having<br />

carefully considered <strong>the</strong> same, would respectfully recommend that this<br />

<strong>Grand</strong> Body concur with <strong>the</strong> <strong>Grand</strong> Sire and disapprove <strong>the</strong> proposed<br />

amendment.<br />

On Oct. 23, 1913, subsequent to <strong>the</strong> 1913 session <strong>of</strong> <strong>the</strong> Sovereign<br />

<strong>Grand</strong> <strong>Lodge</strong>, I. O. O. F., <strong>the</strong> same amendment to Art. IV, Sec. 20. <strong>of</strong><br />

<strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong> Constitution <strong>of</strong> <strong>Illinois</strong>, was resubmitted to <strong>the</strong><br />

<strong>Grand</strong> Sire and approved by him.
