To <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong> <strong>of</strong> <strong>the</strong> State <strong>of</strong> <strong>Illinois</strong>, I. O. O. F.:<br />

Your Committee on Legislation would respectfully report as<br />

follows<br />

With reference to Document No. 8, as shown in <strong>the</strong> Daily Journal<br />

<strong>of</strong> Tuesday, November 18, 1913, <strong>of</strong>fered by W. Littlejohn, Representative,<br />

being a resolution directing <strong>the</strong> <strong>Grand</strong> Master <strong>of</strong> <strong>the</strong> Independent<br />

Order <strong>of</strong> Odd Fellows <strong>of</strong> <strong>the</strong> State <strong>of</strong> <strong>Illinois</strong>, in communicating <strong>the</strong><br />

semi-annual pass-word to <strong>the</strong> Deputy <strong>of</strong> any <strong>Lodge</strong>, to require from<br />

said <strong>Lodge</strong> a certificate showing his financial standing in his <strong>Lodge</strong>,<br />

from <strong>the</strong> Financial Secretary, duly signed* by <strong>the</strong> Noble <strong>Grand</strong>, and<br />

reciting a statement <strong>of</strong> facts with reference to a particular case aris-<br />

ing in <strong>the</strong>ir <strong>Lodge</strong> (wherein a Deputy who was nine months in arrears<br />

and who would not come and install <strong>the</strong>ir <strong>of</strong>ficers, <strong>the</strong> said Deputy<br />

being in possession <strong>of</strong> <strong>the</strong> semi-annual pass-word, while 76 members<br />

or more in good standing coulud not get <strong>the</strong> semi-annual pass-word).<br />

Your committee, after full and due consideration <strong>of</strong> <strong>the</strong> same,<br />

respectfully report adversely with reference to taking any action upon<br />

this matter for <strong>the</strong> reason that <strong>the</strong> practice is, and has been, that<br />

<strong>the</strong> respective <strong>Lodge</strong>s <strong>of</strong> this Jurisdiction recommend <strong>the</strong> appointment<br />

<strong>of</strong> <strong>the</strong> Deputy for <strong>the</strong>ir respective <strong>Lodge</strong>s, and that this matter<br />

is within <strong>the</strong> control <strong>of</strong> <strong>the</strong> respective <strong>Lodge</strong>s; and your committee<br />

ask to be discharged from fur<strong>the</strong>r consideration <strong>of</strong> said resolution.<br />

follows on Document No. 11 introduced by M. C. Weaver, P.G.,<br />

<strong>of</strong> Champaign <strong>Lodge</strong> No. 333 :<br />

That we are <strong>of</strong> <strong>the</strong> opinion that <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong> in its regular<br />

session <strong>of</strong> 1912, had no authority to pass <strong>the</strong> resolution in question,
