DROPPED FOR NON-PAYMENT OF DUES.<br />

There was a special committee appointed by <strong>Grand</strong> Master Hubbard<br />

consisting <strong>of</strong> Bro<strong>the</strong>r Geo. F. Howard, P.G.M., Joseph B. Brown.<br />

<strong>Grand</strong> Representative, and Bro<strong>the</strong>r J. R. Baker, to investigate <strong>the</strong><br />

causes <strong>of</strong> members being dropped from <strong>the</strong> Order for non-payment <strong>of</strong><br />

dues and o<strong>the</strong>r reasons.<br />

At <strong>the</strong> last session <strong>of</strong> <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong> this committee made a<br />

very complete report showing great thought and consideration on <strong>the</strong><br />

subject. The committee also recommended that <strong>the</strong> fur<strong>the</strong>r consider-<br />

ation <strong>of</strong> <strong>the</strong> subject be referred to <strong>the</strong> incoming <strong>Grand</strong> Master with full<br />

power to act. The report <strong>of</strong> <strong>the</strong> committee and recommendations were<br />

laid over one year. See G>J. 1912, page 406.<br />

The experience <strong>of</strong> <strong>the</strong> <strong>Grand</strong> Master during <strong>the</strong> past year demon-<br />

strates to him <strong>the</strong> correctness <strong>of</strong> <strong>the</strong> report <strong>of</strong> this committee. Or.<br />

January 24, 1913, <strong>the</strong> following circular letter was sent with a post<br />

card addressed to <strong>the</strong> <strong>Grand</strong> Master, enclosed for reply:<br />

To <strong>the</strong> Omicers and Members <strong>of</strong> Subordinate <strong>Lodge</strong>s, I. O. 0. F. <strong>of</strong><br />

<strong>Illinois</strong>:<br />

A Special Committee on "Dropped Members" reported several<br />

recommendations to <strong>the</strong> last session <strong>of</strong> <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong> and was continued<br />

and instructed to act in connection with <strong>the</strong> incoming <strong>Grand</strong><br />

Master to devise ways and means to prevent, if possible, <strong>the</strong> dropping<br />

<strong>of</strong> members for non-payment <strong>of</strong> dues, and to fur<strong>the</strong>r this plan <strong>the</strong><br />

<strong>Grand</strong> Master requests that each Subordinate <strong>Lodge</strong> furnish to him <strong>the</strong><br />

name and post <strong>of</strong>fice address <strong>of</strong> those Bro<strong>the</strong>rs who are in arrears<br />

and liable to be dropped for non-payment <strong>of</strong> dues.<br />

A post card addressed to <strong>the</strong> <strong>Grand</strong> Master is inclosed for your<br />

reply. It will be <strong>the</strong> duty <strong>of</strong> <strong>the</strong> Financial Secretary to furnish this<br />

information from his records and forward this post card to <strong>the</strong> <strong>Grand</strong><br />

Master.<br />

In reply to this circular were 393 letters received containing <strong>the</strong><br />

names and addresses <strong>of</strong> 2,025 members. To each <strong>of</strong> th.e 2,025 members<br />

was sent <strong>the</strong> following letter:<br />

Dear Sir and Bro<strong>the</strong>r:— I am informed by <strong>the</strong> Secretary <strong>of</strong> your<br />

Odd Fellows <strong>Lodge</strong> that you are in arrears for dues and you are liable<br />

to be dropped for non-payment <strong>of</strong> dues in <strong>the</strong> near future.
