Answer.—No. There seems to be no section <strong>of</strong> <strong>the</strong> Patriarchs<br />

Militant Code giving <strong>the</strong> right to Chevaliers to wear <strong>the</strong>ir headgear<br />

except in subordinate bodies, Bnsbee's Digest, Sec. 27, Patriarchs Militant<br />

Code, page 61S, and Sec. 2395, page 679. At <strong>the</strong> Sovereign <strong>Grand</strong><br />

<strong>Lodge</strong> session in 3 911 Past <strong>Grand</strong> Sire Pinkerton, while temporarily<br />

occupying <strong>the</strong> <strong>Grand</strong> Sire's chair, ruled that a Chevalier entering <strong>the</strong><br />

Sovereign <strong>Grand</strong> <strong>Lodge</strong> must remove his chapeau and no objection or<br />

question was raised as to his ruling and I take it that this action<br />

amounted to an approval <strong>of</strong> his opinion. Bro<strong>the</strong>r Pinkerton's ruling<br />

was to <strong>the</strong> effect that a Chevalier, like all o<strong>the</strong>rs, should be uncovered<br />

and have on nei<strong>the</strong>r cap nor chapeau. If a Chevalier must uncover in<br />

<strong>the</strong> Sovereign <strong>Grand</strong> <strong>Lodge</strong> because <strong>the</strong>re is no specific law exempting<br />

him from so doing, <strong>the</strong>n <strong>the</strong> same rule should prevail in regard to<br />

<strong>Grand</strong> <strong>Lodge</strong>s and <strong>Grand</strong> Encampments, and I have <strong>the</strong>refore answered<br />

your question in <strong>the</strong> negative. Of course <strong>the</strong> remainder <strong>of</strong> his uniform<br />

is unobjectionable and almost a necessity, as Chevaliers visiting <strong>Grand</strong><br />

Bodies might not have any o<strong>the</strong>r suit with <strong>the</strong>m and o<strong>the</strong>rwise would<br />

be deprived <strong>of</strong> visiting at all.<br />

Dec. 42. Question.—Does <strong>the</strong> rule which governs <strong>the</strong> Subordinate<br />

<strong>Lodge</strong>, Encampment and Rebekah secret work, that all captions, subheads<br />

and all matter enclosed in paren<strong>the</strong>sis shall not be given by<br />

<strong>the</strong> <strong>of</strong>ficer instructing <strong>the</strong> candidate, apply to <strong>the</strong> Patriarchs Militant<br />

degree?<br />

Answer.—Yes.<br />

Dec. 43. Statement.—At <strong>the</strong> first day's session <strong>of</strong> <strong>the</strong> <strong>Grand</strong><br />

<strong>Lodge</strong> in October 1912, <strong>the</strong> Board <strong>of</strong> Directors <strong>of</strong> <strong>the</strong> W. and O. Home<br />

made a report (pages 9502 and 9503) upon <strong>the</strong> matter <strong>of</strong> certain rumors<br />

affecting <strong>the</strong> character <strong>of</strong> <strong>the</strong> President, Bro<strong>the</strong>r I. N. Williams, P.G.M.<br />

Said report fully and completely exonerated Bro<strong>the</strong>r Williams. The<br />

Committee filed with its report a complete copy <strong>of</strong> <strong>the</strong> report <strong>of</strong><br />

investigation as to Bro<strong>the</strong>r Williams, with a transcript <strong>of</strong> all evi-<br />

dence.<br />

A resodution <strong>of</strong> Bro<strong>the</strong>r W. H. Cox, P.G.M. and G.Rep., was<br />

adopted providing that a committee <strong>of</strong> three be appointed to invesligategate<br />

<strong>the</strong> evidence taken by <strong>the</strong> committee appointed by <strong>the</strong> Board<br />

<strong>of</strong> Directors <strong>of</strong> <strong>the</strong> Home to inquire into rumors concerning <strong>the</strong> good<br />

character <strong>of</strong> Bro<strong>the</strong>r I. N. Williams, and any o<strong>the</strong>r evidence concern-<br />

ing <strong>the</strong> conduct <strong>of</strong> Bro<strong>the</strong>r and Sister G. R. Kennedy during <strong>the</strong>ir con-<br />

nection with <strong>the</strong> Home, and that said committee report at this ses-<br />

sion <strong>of</strong> <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong>. <strong>Grand</strong> Master Breith appointed <strong>the</strong> follow-<br />

ing committee as provided for in said motion: Lynn T. Gruber,<br />

P.G.M., No. 15; M. M. Logan, Rep., No. 164; and J. C. Helburn, Rep.,<br />

No. 140.
